Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.

Summary of position

The WaSH HoD will be responsible for the design and follow-up of the WaSH Strategy, overall mission strategy, and coordination of Action Against Hunger work on WASH in Somalia. Furthermore, S/he supports the assessment, implementation, monitoring, and reporting of current and future Action Against Hunger WaSH programs in Somalia, as well as liaising with external stakeholders (Partners, Donors, and local authorities) and representing Action Against Hunger in the country. He/She will ensure the technical relevance of WaSH interventions according to Action Against Hunger and Country priorities.

Purpose:

The Head of WASH Department Provides technical leadership to Action Against Hunger’s WASH programs through context analysis, development of strategic WASH priorities and promotion of technical innovations and learning capitalization.

Essential job duties

  • Provide strategic direction, leadership and overall technical and management support to the WASH programming, ensuring it is needs-based, context-appropriate, in line with international standard methodology, responsive, coherent, collaborative, and operationally feasible.
  • Ensure inputs into country-level strategy, ensuring a contextualized strategy for WASH activities, in close collaboration with other team
  • Grow the WASH portfolio according to the strategy, through proactive engagement with key partners and donors, additionally leading in the technical development of concept notes, proposals, and budgets for existing and new donors.
  • Ensure high quality program design processes, based on thorough analysis of gaps and needs (including needs and market assessments).
  • Ensure programmatic priorities are reviewed for relevance and adaptations proposed through analysis of needs, gaps and coverage of humanitarian and development actors, and government agencies.
  • Responsible for the overall quality, management and expansion of the ACF Somalia WASH program and the integration of WASH activities within ACF Somalia. The provision of technical and management guidance and leadership to on-going WASH projects
  • Ensure integration opportunities are explored and demonstrated across WASH sector to enhance the quality of programming and a broad approach to addressing the needs of the target populations.
  • Based on assessments and strategy; draft technical proposals and budgets to enable programs meet the immediate needs of the affected community.
  • Responsible for the overall achievement of all WASH grants in country
  • Responsible for ensuring the achievement the overall grant timeline and completion date.
  • Provides direction and monitor staff in their implementation of the work plan and quality of technical activities,
  • Lead technical reviews of overall program implementation in conjunction with the WASH team members.
  • Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes
  • Ensure regular field monitoring and modifications as required.
  • Ensure Action Against Hunger and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
  • Work closely and coordinate with support departments to ensure timely completion of program activities and expenditures; including active participation in grant opening/closing and review meetings
  • Directly supervise WASH PMs and lead overall WASH team
  • Supervision of capitalization duties undertaken by PMs and the WASH Department
  • Overall responsible for staff work plans, work and vacation schedules, and staff training/development activities.
  • Building the overall standard of project implementation to maximize their impact (cf. DAC criteria of OECD)
  • Identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

Requirements

  • Proven experience of developing and managing high quality, innovative and cost-effective technical WASH projects in fragile and insecure environments, preferably in Somalia context and with International NGOs
  • Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • A minimum of 5 years managing a WASH program with an I/NGO in various humanitarian context.
  • In-depth knowledge and experience of developing and managing urban and rural WASH programs, preferably in Somalia or in the region.
  • Strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others.
