SALARY $80,743 – $129,075

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.

PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.
 

CLASS DESCRIPTION

A Watershed Manager plans, coordinates and directs the operation and maintenance of the City’s watersheds and water reservoirs. Work of this class involves directing water quality, grounds, road and building maintenance, forestry, security and office support work units.

Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek which may include evenings, weekends and holidays and are subject to 24-hour callback as required for emergencies. Work is performed in an office and outdoors where inclement conditions are occasionally encountered. Work requires minimal physical exertion.

SELECTION PROCESS

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:


EDUCATION: Have a bachelor’s degree in a biological science, environmental science, ecology, forestry, or engineering from an accredited college or university.

                                                                    AND
EXPERIENCE: Have three years of such supervisory responsibilities as disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of employees engaged in natural resource management including such programs as water quality, fisheries, wildlife, forestry or maintenance.

                                                                     OR

NOTES (EQUIVALENCIES): Have six months of additional experience in such supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of employees engaged in natural resource management including such programs as water quality, fisheries, wildlife, forestry or maintenance may be substituted for each year of the college or university requirement.

LICENSES, REGISTRATIONS AND CERTIFICATES: Have a valid Maryland Class C Noncommercial driver’s license, or an equivalent out-of-state driver’s license acceptable to the Office of Risk Management is required.

KNOWLEDGES, SKILLS AND ABILITIES

  • Knowledge of the operation and maintenance of watersheds, watershed reservoirs and raw water systems.
  • Knowledge of the biology and chemistry of aquatic systems.
  • Knowledge of forestry management.
  • Knowledge of fisheries and wildlife management.
  • Knowledge of raw water systems relating to dams, intakes and conduits.
  • Knowledge of civil engineering practices and procedures as they apply to watersheds and raw water systems.
  • Administrative ability.
  • Supervisory ability.
  • Ability to establish and maintain effective working relationships with government and private personnel involved in watershed management related activities.
  • Ability to communicate effectively, orally and in writing.

EXAMINATION PROCESS
