About the Role:

The Water and River Murray Division of the Department for Environment and Water (DEW) is responsible for leading the use, management and conservation of the State’s water resources including effective regulation to secure critical human water supplies, promote economic development, preserve cultural values and protect water dependent ecosystems.

As part of the Division’s leadership team and the DEW Executive Leaders Forum, the head of the Water Licensing Branch is responsible for driving the delivery of a dynamic business consisting of a range of regulatory, compliance, customer service, operational policy and revenue raising and collection services including the management of the water register.  Key responsibilities include:

  • ensuring appropriate strategic and business plans are in place to meet government and departmental objectives relating to services, revenue targets, policies, practices and compliance;
  • advising and advocating across government (both State and national) to deliver high quality policy, programs and assets;
  • providing expert advice and guidance to the Minister and a variety of internal and external stakeholders;
  • ensuring effective legal controls and compliance programs are in place to ensure compliance with permit and license conditions and prevent adverse impacts on the State’s water resources;
  • ensuring effective governance and financial controls are applied in the collection and dispersal of water licensing revenue;
  • overall management of a staff of around 60 located in central and regional offices.

Applications are encouraged from professionals with a broad knowledge of key aspects of water or natural resources regulation within a public sector context including policies, processes and initiatives.  A strong grasp of the systems and processes that facilitate the implementation of a successful regulatory and customer service function will be required.  A tertiary qualification in natural resource management, agriculture, law, business or other relevant discipline will be highly regarded as will strong leadership, project planning and stakeholder relationship management skills.

Contract: 
South Australian Executive Service Contract for 3 years

Special Conditions:

  • May be required to participate in fire management or associated duties.
  • Demonstrates ability to work alone and be self-reliant.
  • May be required to undertake intra or interstate travel and work outside of the normal hours of work.
  • This role is a Position of Trust pursuant to the standards required in the Australian Government Protective Security Policy Framework. By applying for this role you consent to being screened under the process of obtaining a National Police Clearance (NPC), and to the Department requiring you to obtain an NPC.
