Context
The Urban Water for Darfur (UW4D) project initially developed masterplans for two state capitals, and these were completed in 2018. The Master Plan were intended to contribute towards the development of strategic plans to improve water supply service delivery in each town, enabling all residents to gain sustainable and more equitable access to drinking water at a reasonable price. The situation in Sudan and in the Darfur capitals is now considerably different to the situation in 2017/2018. Amongst other things, the country has been through a revolution and suffered a significant economic collapse. Further, the plans of 2017/2018 have been partially implemented and capacity building has been undertaken. In this process, a considerably deeper understanding of the capacity of state and local authorities, and of operational conditions, has emerged.

The masterplans of 2017/2018 have therefore to be updated to reflect the new reality. Considerable work has been done on the masterplans for 2022. The following activities were undertaken in preparation for the planning, including: field surveys and validation of infrastructure data, updated water market studies, geotechnical studies of the aquifers, hydraulic analysis of networks, and planning workshops.

This assignment relates to the updating of El Fasher master plan. At this stage, the El Fasher masterplan technical volume has been completed. The purpose of this assignment is to finalize the el Fasher master plan update, specifically to draft the main report.

Task description
Review the available information and finalize the sections of the main volume. This may include limited desktop research (internet sources and available documents) to fill out sections with inadequate information. The Nyala masterplan can be provided as an example of structure and level of detail as an example for the report for el Fasher.
Prepare graphics and maps to support the text for clarity for non-technical audiences. It is envisaged that most diagrams and maps will be from available sources with minor edits such as highlights and text addition. Graphics using available tables to produce charts are also envisaged. Where more detail and complex graphics are required (eg: where GIS or AutoCAD or specialist software is required or extensive data manipulation is involved), additional resources will be provided by UNOPS for this. Nyala report graphics can be used as an example of what is envisaged.

Requirements

Required experience
Experience in preparation of at least master plans or strategic for water services
Experience in conceptualizing graphics for communication of technical content would be an asset.
Computer literacy particularly in Word, Excel, and powerpoint. Experience in Google suite would be an asset. Experience in technical engineering software and GIS packages and Google earth would be an asset. Experience in Kobo would be an asset.
Strong interpersonal and communications skills (written and spoken), including ability to listen and translate information from interviews to documents.
