Overview

Job Summary:

Funded by the United States Agency for International Development (USAID) in Cambodia, the Integrated Early Childhood Development Activity (IECD) operates in Kampong Thom and Preah Vihear Provinces to (1) advance the physical, cognitive, linguistic and social-emotional development of young children; (2) decrease stunting rates for children under the age of five among the target population; and (3) enable appropriate care for children with developmental delays and disabilities. Led by Research Triangle Institute (RTI) and its partners (Helen Keller International and Safe Haven), IECD supports the Royal Government of Cambodia (RGC) efforts to promote nurturing care and improve nutrition for all children, including the most vulnerable, starting from before birth. IECD period of performance is 2020-2025.  

IECD also works to strengthen nutrition service delivery in health facilities and in communities; supports nutrition-sensitive agriculture and improved livelihoods; improves water, sanitation, and hygiene (WASH) practices among caregivers; facilitates screening and access to services for children who may have developmental delays and disabilities; and promotes responsive caregiving to help children meet critical developmental milestones. The focus of IECD is on children under age five and their caregivers, with emphasis on the first 1,000 days of life. 

Under the supervision of the WASH Technical Lead, the Water Safety Plan Field Officer will serve as a community liaison and will work closely with commune authorities, local leaders, and community groups, such as Village Health Support Groups (VHSGs) or water user groups to implement the IECD WASH program. The Water Safety Plan Field Officer will also help coordinate and support specialized trainings or other activities managed by partner organizations. The position will be based in Rovieng District of Preah Vihear province with required travels to target communes/villages in both Preah Vihear and Kampong Thom

Responsibilities

Essential Duties:

  • Work with commune authorities, local leaders, and commune level support team to ensure implementation of commune/village level Water Safety Plan (WSP).
  • Lead commune/village WSP implementation activities, including village level water system and sanitation mapping, risk assessment and mitigation, implementation of improvement plan, awareness raising and drinking water quality improvement at household level and small community systems.
  • Support any WSP-related activities with local partners and liaise with sub-national governments (PDRD, district administration, and local authorities).
  • Support drinking water quality service improvement by recruiting and organizing local entrepreneurs and small businesses to participate in WSP training and other program activities.
  • Coordinate peer support group meeting and community dialogue.
  • On-going monitoring of the above activities and communicating results.
  • Coordinate logistic for trainings, workshops, and project events.
  • Prepare monthly progress report for WASH Core Team.
  • Undertake any other associated tasks as assigned by the WASH Core Team.
  • Position requires travel by motorcycle in rural districts of Kampong Thom and Preah Vihear Provinces

Qualifications

Minimum Required Education and Experience:

Bachelor’s degree in related field with 1 year of experience or High School complete or vocational training and 3 years of experience working in rural water supply and sanitation in Kampong Thom and Preah Vihear Province.

Skills and Abilities:

  • An understanding of and commitment to RTI’s mission and values.

  • Good knowledge of Microsoft Word, Outlook, PowerPoint, and Excel
  • Ability to work in a fast-paced environment and meet deadlines under pressure
  • Good inter-personal skills with flexibility to collaborate and facilitate with local government agencies, communities and stakeholders.
