ROLE PURPOSE:

The Water Sanitation and Hygiene Information Management (WASH IM) Officer will work closely with the Monitoring, Evaluation, Accountability and Learning & IM Specialist to ensure the unification of the WASH databases data collection tools for UNICEF activities. 

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:

Monitoring, Evaluation, Accountability and Learning

  • Consolidates the collected data by IM data collection team
  • Ensures balance of data availability and analysis to inform decision making, project/programme monitoring and reporting
  • Takes full responsibility for reporting the data that feeds within the UNICEF WASH IPTT (Indicator Performance Tracking Table)
  • Ensures programme teams are using tested and standardized data collection tools
  • Supports in providing IM solutions that serves the WASH activities

Water Sanitation and Hygiene

  • Adheres to SCI policies, guidance and procedures.
  • Adheres with SCI’s compliance with global data protection requirements.
  • Develops, supports, maintains and strengthens Information Management systems, data usage, and general digitalization capabilities.
  • Supports IM planning and activities, and support IM capacity building.
  • Supports shelter and cash OPS Unit on IM related needs.

Information Management Systems and Storage

  • Creates regular backups of internal databases.
  • Supports mobile data collection designs, and utilization.
  • Minimizes data collection, data entry and reporting efforts through introducing digital processes/ atomization.
  • Creates geographical maps to analyse and visualize project implementation across areas and sites.
  • Handles wash database specific tasks such as creating queries, procedures, and functions to support application development.

Reporting and Data Collection

  • Compiles and consolidates WASH projects and indicators into our internal reporting system IPTT.
  • Maintains IPTT on an ongoing basis, compiles and analyses project data, and optimize dashboards.
  • Coordinates data entry on activity info and RAIS platforms.
  • Follows up with sector specialists to ensure project targets are updated within Information Management IM systems.
  • Administers, monitors, and follows-up on data entered on reporting systems.
  • Designs, generates, and assists with periodic reports: monthly/quarterly, or as required.
  • Conducts data quality checks and ensures the reliability and cleanliness of the data.
  • Translates questionnaires into digital data collection tools using tools such as survey123, ODK, KOBO, or CommCare.
  • Strengthens and improves information management for RIMS.

General

  • Complies with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS

  • University Degree in IMT, Information Systems Management, Computer Science
  • Written and spoken fluency in English and Arabic

EXPERIENCE AND SKILLS

  • Experience in programming using JS, CSS, Android Mobile App, API, Survey 123, collector APP, ODK
  • Experience working in designing information management systems or database management, and analytic with computer skills, including advanced MS Office (Word, Excel, Outlook, PowerPoint, Access), Power BI are required. Mapping experience is required (GIS).
  • Work experience with open source programs/extensions (DHIS2)/Experience in developing health information systems, databases and reports (desirable)
  • Excellent verbal and written skills in Arabic and good written and spoken English
  • Skills in designing and implementing information management frameworks
  • Strong interpersonal and organisational skills, and ability to work under pressure
  • Proven analytical and problem solving skills
  • Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results
  • Demonstrated understanding of emergency response activities
  • Previous experience in data analysis and coordination 
  • Ability to work in challenging and complex environments.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
