Land and Water Management Department The Land and Water Management Department aims to add value to managed land-water systems through monitoring, assessing, understanding and anticipating the impact of intervention and change. The Department covers a broad range of disciplinary knowledge, across the physical domains of water-land-environment, the policy and management domains of linking information to action and decision-making, and the technology and society domains, looking at technological innovations in land and water that can support societal development.

Responsibilities

The new colleague will work in the Water and Environmental Policy Analysis group. This cross-departmental group works on actor-oriented and problem-driven approaches that help societal stakeholders to address the complex water challenges of today. Combining expertise in policy science, policy analysis, and strategic planning, the group works with colleagues in other disciplines to develop new approaches to support multi-actor planning of dynamic, contentious and complex water issues. Currently, the group is responsible for teaching MSc and postgraduate courses on topics such as water policy, policy analysis, strategic planning, environmental impact assessment and adaptive management. International research projects focus on methods and approaches to support transformative pathways planning, policy learning, on adaptation in water allocation institutions, and on creating spaces for adaptation and change.

The (senior) lecturer in Water and Environmental Policy Analysis will focus especially on the impact dimension in water and environmental policy analysis. This requires expertise in the field of Environmental Impact Assessment and Strategic Environmental Assessments, and/or the field of impact evaluations. Current group members have a strong background in policy and planning processes and we expect the new colleague to add strength in (participatory) systems analysis, focusing on socio-ecological systems and systems approaches for impact assessment. Skills in impact assessment, participatory planning and/or integrated modelling, combined with some experience in policy processes and governance issues is indispensable for the work in the group.

This is an academic position, for which academic contributions to education and science are expected. Further academic development is possible and expected, in the field of education, research and societal impact. This means developing new educational materials, scientific articles, acquisition and co-organizing different academic exchange sessions.

More specifically, the candidate will be responsible for:

  • Education in the field of water and environmental policy analysis, including mentoring/supervision of graduate students, coordination of one or more courses in the IHE Delft MSc programme and postgraduate training courses (with a special emphasis on environmental impact assessment and/or impact evaluation);
  • Contributions to, and coordination, of projects for research and institutional capacity development in the field of water policy analysis, with a special emphasis on environmental impact assessment and/or impact evaluation;
  • Further development of education and research directions in the field in future years;
  • Contributions to, and initiative for acquisition of new research and capacity development projects;
  • Active participation in one or more department, programme or institute committees to support coordination or management, fitting the candidate’s interest and experience.

Requirements

We are looking for a pro-active, enthusiastic and independent colleague with:

  • A doctoral degree (PhD) in an interdisciplinary area that combines water/environment with policy analysis. This could be a PhD in fields such as policy analysis, sustainable development, environmental assessment and management, water resources management, policy evaluation, or a related subject.
  • Strong conceptual and analytical skills;
  • Ability to conduct mixed-methods research, using qualitative and quantitative methods;
  • Proven excellent writing and communication skills;
  • Teaching experience at undergraduate and/or post-graduate level;
  • A solid research track record commensurate with the career level being sought;
  • Ability to work with people from a diverse range of disciplines, backgrounds and countries;
  • Fluent in English and preferably also in either Arabic, or French, or Spanish;
  • Overseas working or training experience, particularly in the Global South.

Terms of employment

The employment contract is for 38 hours per week.

The successful candidate will be expected to take residency in the Netherlands as the position is based in Delft, with short missions abroad.

A competitive salary is offered depending on qualifications and experience in accordance with the conditions of employment for Dutch Universities. The appointment implies entry into the Netherlands’ Civil Service Pension Fund (ABP).
