Assignment TitleDevelopment of Harmonized guidelines for resilient borehole development in the IGAD region

The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 10 Million equivalents from the World Bank/IDA toward the cost of the Horn of Africa Groundwater for Resilience Regional Program, and it intends to apply part of the proceeds to payments for consulting services.

Objective(s) and Scope of the Assignment

The objectives of this assignment are:

  • To develop a harmonized borehole development guideline that will be applicable to all the IGAD member states.
  • To ensure that the guideline is aligned with internationally accepted best practices and standards.
  • To ensure that the guideline is practical, feasible, and adaptable to the unique circumstances of each member state.
  • To engage stakeholders and ensure their participation in the development of the guideline.
  • To ensure that the guideline takes into consideration issues related to gender, social inclusion, and environmental sustainability.

 The scope of work for this assignment includes:

  • Conducting a comprehensive review of the existing borehole development guidelines of the IGAD member states.
  • Define the scope of the review: define the boundaries of the review, including the objectives of the review, the geographical area to be covered, and the types of guidelines to be reviewed.
  • Identifying all the existing borehole development guidelines of the IGAD member states. This can be done by conducting a literature search, contacting relevant government agencies, and consulting with the National Focal Group.
  • Evaluating the guidelines based on predetermined criteria, such as their relevance, applicability, and effectiveness. The consultant can do an evaluation using a checklist or a scoring system.
  • Analysis of the findings from the evaluation to identify commonalities, differences, and gaps in the existing guidelines. This analysis can be used to develop recommendations for improving the guidelines.
  • Based on the analysis of the findings, the consultant will develop a set of recommendations to improve the existing guidelines. These recommendations may include developing new guidelines, updating existing guidelines, or harmonizing guidelines across member states.
  • Disseminate the findings and recommendations with NFG. This can be done through workshops.
  • As Somalia is updating their borehole guideline, the consultant will be required to work closely with the Somalia team (IGAD will facilitate the communication between and Somalia team)

IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services of Development of Harmonized guidelines for resilient borehole development in the IGAD region i.e., updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers “Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services,” Fourth Edition, November 2020; the World Bank’s “Guidelines on Preventing and Combatting Fraud and Corruption” revised July 1, 2016.

Qualifications and experience required:

The expert should have the following qualifications.

  • A postgraduate degree in hydrogeology, water resources management, or a related field.
  • At least ten years of experience in borehole development, including policy development and guideline development.
  • Knowledge of international best practices and standards related to borehole development.
  • Experience in engaging stakeholders, including government officials, NGOs, and community representatives.
  • Excellent communication, writing, and presentation skills.
