Key Responsibilities:

  • Engage in the design and design review, for design and design reports produced by consultants or governments bodies, of Non-WASH projects in consultation with HEA, Grants, Field and Sponsorship Management, Hubs, APs and relevant government office.
  • Make the proper specification to be prepared and developed to be used on implementation and ensure engineering estimate is done properly in consultation with supply chain, APs and RPMs
  • Ensure design documents of Non-WASH construction projects are ready for bid and follow up all the process.
  • Supervise and ensure standard and quality of major Non-WASH construction projects under implementation and their compliance with the stipulated specification, government policies and WVE mission, core values and policies.
  • Ensure that field engineers based at the APs or site are empowered and updated on design of schemes and supervision works Non-WASH construction activities.
  • Produce Terms of Reference for consultancy services for design and lead consultant design works and reports on time and required standard 
  • Engage in the development of concept notes and proposals
  • Take part in planning, facilitating and conducting training on Non-WASH related construction programs to NO, Hubs and APs staff and stakeholders
  • Engage in development of manuals, guidelines that helps in implementation of Non-WASH projects on design, procurement and construction supervision and contract administration and engage in action researches.
  • Ensure interim reports and stage approval and other required project reports (including MMR and update) submitted to the supervisor and procurement department for decision making and timely payment facilitation.

Required Professional Experience

  • Minimum of 8 years overall experience in Engineering project for building, irrigation and water supply design, supervision, quality assurance, monitoring and evaluation, and reporting on integrated development;
  • Minimum of 3 years (of the 8 years) in field construction and supervision of largescale donor funded School building, Health facility and irrigation weir projects.
  • Excellent management skills and knowledge of conventional construction procedures under Ethiopian Building Code Standard;
  • High level of diplomacy skills for relationship building
  • Ability to work in high tension and high security risk situations.
  • Ability to work in and contribute to team building environment.

Required Education, training, license, registration, and certification

  • Minimum of BSc degree preferably Civil engineering, hydraulics and water resource engineering and related fields
  • Excellent communication and writing skills in Amharic and English.

Preferred Knowledge and Qualifications

  • Good experience in construction project design and contract management – EBCS, FIDIC and PPA understanding.
  • Knowledge and application of auto/arch CAD, WaterCAD, Epanet, IrriCAD and GIS
  • Excellent computer skills, including proficiency in MS Office and Microsoft Outlook
