DESCRIPTION
Hydrology Program Manager will manage and oversee programs and projects related to Western hydrology with a focus on observations and climate change. Independently organizes, manages, coordinates and reports on research as well as coordinating internal collaborations, external partnerships, communications and outreach of the program. Ensures projects are completed on time, within budget, and delivered with high quality. Develops detailed tasks and procurement plans, oversee day-to-day activities of the team, and regularly interface and coordinate with multiple team members to track progress, schedules, budgets, and deliverables. Leads and authors scientific journal publications. Translates research findings into information that can be easily understood by both experts and non-experts and will be responsible for gathering all information for and writing comprehensive progress reports.
Program and project the position will manage are select FIRO projects, particularly at watersheds that are snow dominated. In addition, the program manager will lead an effort to deploy hundred of soil moisture stations through out the Western US by coordinating with sponsors and partners as well with technical leads and field team leads. The position will also contribute to climate change studies as it related to the impacts of Western US water.

The Upper Colorado region is key for water resources in the West, because it includes the headwaters of the Colorado River. CW3E expertise in atmospheric rivers, which can have a profound impact on the snow-pack of the region, as well as in field research (e.g., installation, monitoring, and data collection from soil moisture sensors), and high-resolution modeling of regions of complex terrain as the Rocky Mountains, position us well to play an important role to support with our R&D the decision-making process and policy development in the region.
QUALIFICATIONS
- Academic background and experience in selected area of research. Experience synthesizing research information from a variety of research fields.
- Advanced knowledge of administrative, budgetary, human resources and financial principles and practices. Broad-based knowledge and experience in managing program finance, budget-planning and review
- Advanced oral and written communication skills. Experience writing technical and non-technical science reports and papers as the audience dictates. Similarly, experience presenting to both technical and non-technical audiences.
- Advanced ability to think creatively and independently on concepts requiring advanced analytical skills. Ability to problem solve and identify gaps and provide solutions. Demonstrated leadership and ability in creative program development and strategic planning; project and proposal development.
- Advanced interpersonal skills and ability to work with diverse groups to achieve results. Demonstrated experience to establish and maintain effective working relationships.
- Advanced ability to work collaboratively with internal and external peers and managers. Ability to identify strength and weaknesses of the staff and researchers. Integrate researchers efforts to ensure collaboration and efficiencies in meeting project deliverables.
- Highly skilled fundraising experience. Demonstrated experience in coordinating and writing proposals
- Must be able to read and summarize scientific articles pertaining to the prosecution of broad research problems related to the interest of CW3E and proceed without specific direction.
- Ability to navigate a highly matrixed organization effectively.
- Demonstrated experience in publishing scientific journal articles.

Pay Transparency Act Full Salary Range: $78,900 – $179,900 Annually
The University of California, San Diego is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as the Expected Pay Scale. Placement within the Expected Pay Scale is determined by internal equity, relevant qualifications, and collective bargaining agreements (when applicable).
