The incumbent will report to the Director of Disaster Risk Reduction & Climate Change Adaptation (DRR/CCA), the Sr. Manager, DRR/CCA Planning & Development , will provide thought leadership and technical guidance for the development of DRR/CCA Service Line and Strategy. This position is an integral contributor to the fulfillment of CRC’s DRR/CCA goal of increasing individual, household and community resilience to disaster risks resulting from natural hazards, with particular focus on those exacerbated by climate change. To achieve this goal, the DRR/CCA program works in the areas of Decision Making and Governance (related to disaster risk management), Public Awareness and Education, Emergency Preparedness, Risk Mitigation & Adaptation, and Recovery.

In this role, you will:

Responsibility 1: Design of Programmatic DRR/CCA Strategies

  • Lead the development of programmatic strategies to achieve DRR/CCA outcomes, ensuring all programming is evidence-based and based on global/Canadian good practices.
  • Work with the Sr. Manager DRR/CCA Service Delivery & Operations to ensure that all programmatic strategies build on past lesson learnt, are context-focused, and take into account operational and service delivery considerations.
  • Lead engagement with provincial/territorial teams and the Recovery Service Line for the design of DRR/CCA strategies and plans in large-scale Recovery Operations, providing the necessary technical guidance to deliver these.  
  • Support provincial/territorial teams with the development of assessment and planning tools.
  • Work with provincial/territorial teams to ensure DRR/CCA standards of quality and inclusion are being met, including adherence to PGIE Policies and the Indigenous Peoples Framework.
  • Provide support to provincial/territorial teams to properly monitor and evaluate DRR/CCA initiatives, as well as generating good practices and recommendations, as per the DRR/CCA Performance Measurement Framework.

Responsibility 2: Development of DRR/CCA Approaches and Tools

  • Lead on the development of new DRR/CCA approaches and accompanying tools.
  • Identify and mange relationships with SME partners for the strategic growth of the DRR/CCA Service Line, aligned to the DRR/CCA Framework, CRC Vision 2025, and as per Operational and Strategic Plans. 
  • Develop a research and evidence-generation agenda to advance the DRR/CCA Framework in areas such as behaviour change, hazard mitigation, climate change adaptation, and disaster risk management.
  • Design evidence-based pilot projects to test new approaches and tools, providing support to the Director DRR/CCA to develop funding proposals. 

Responsibility 3: Pilot Project Leadership and Implementation

  • Act as ‘Project Lead’ for DRR/CCA national office led research and pilot projects.
  • Work closely with the Sr. Manager DRR/CCA Service Delivery & Operations, to convert successfully implemented pilot projects into regular DRR/CCA service offering, as well as to integrate findings and recommendations from research into all DRR/CCA activities.  
  • Manage and steward relationships with SME and community partners, ensuring all pilot/research project deliverables are being met with a high degree of quality.
  • Based on approved workplans, work with DRR/CCA Managers and Advisors to develop project plans and budgets for all pilot and research projects, and carry out monitoring and reporting against these plans and budget.. .
  • Produce and share pilot and research project reports, identifying key findings and evidence generated, programmatic recommendations, and good practices.
  • Work with the Sr. Manager DRR/CCA Service Delivery & Operations, to ensure successful pilots are developed into regular DRR/CCA service offerings, and that evidence generated by research is properly integrated into toolkits, processes and system .

Responsibility 4: Subject Matter Expertise, Quality Assurance, and Service Line Development

  • Act as CRC’s DRR/CCA subject matter expert focal point, staying up-to-date with current trends and best practices, and lead knowledge sharing across society.
  • Oversee a team of Advisors and Specialists needed to deliver the CRC DRR/CCA Framework.
  • Contribute to development/design of policy documents, position papers, and other strategic documents as needed
  • Put in place mechanisms for quality assurance across all DRR-CCA service offerings, projects, and approaches .
  • Contribute to the continual improvement of the DRR/CCA service line, and to the development of strategies to advance the CRC’s DRR/CCA Framework

Responsibility 5: Team Management

  • Manage assigned direct reports (incl. contractors), providing a high degree of mentorship and support allowing them to successfully achieve their role
  • Put in place mechanisms to build DRR/CCA technical capacity across the society  
  • Identify capacity gaps among team members and develop capacity strengthening tactics to address these.

What we are looking for:

  • Post-graduate degree or significant practical experience in disaster risk reduction/management, climate change/environmental studies, emergency management, or other relevant subjects.
  •  5-7 years of experience in a similar role, overseeing the design of strategies and development of new programs. Experience with behavioural change and governance projects is an asset.
  • Previous direct work experience in the fields of Disaster Risk Reduction and Climate Change Adaptation.
  • Previous experience directly working with historically under-resourced, under-served and marginalized population. Experience working alongside Indigenous Peoples is an asset.
  • Demonstrated experiences in leading and managing teams to achieve challenging objectives
  • Experience with donor engagement and partnership management an asset
  • Experience with the Canadian Red Cross and/or Red Cross/Red Crescent is an asset
  • Excellent communication, interpersonal and collaborative skills
  • Demonstrated capacity to facilitate processes within a complex matrix environment.
  • Ability to coordinate and foster effective working relationships with various stakeholders.
  • Analytical capacity and ability to solve complex problems.
  • Strong written and verbal communication in English is essential. Working knowledge of French or of and Canadian Indigenous Language is an asset
  • Advanced level of self-awareness, maturity, and stability in order to work in an effective and professional manner.
  • Shows initiative and has the ability to adapt and innovate in sometimes challenging circumstances, in a fast-paced environment.
