Job Description

Mott MacDonald has a world-wide portfolio of infrastructure projects, supporting clients in the public and private sector, across a range of areas, including transport, water, energy, built environment, and climate. We are looking for a Team Leader for an upcoming project in Indonesia, designed to improve the systems for water resources abstracted for Lebak, Jakarta, Bogor, and Tangerang areas. Once delivered, this project will supply high quality, clean water satisfying the Indonesian Government’s water quality standard, and resolving the challenge of the huge increase of drinkable water demand due to the rapid growth of the Eastern Banten Cities and Western part of Jakarta, thereby reducing groundwater extraction and use of deep wells which are being discouraged due to adverse environmental impacts.

To provide the appropriate level of water services, the Government of Korea through the Economic Development Promotion Facility (EDPF) will support the Ministry of Public Works and Housing (MPWH) in the Karian Dam – Serpong Water Conveyance and Supply System project (KSCS). The consulting services (the Consultant) will assist the Project Implementation Unit (PIU) for the Karian Dam – Serpong Water Conveyance System (KSCS) under the Satuan Non-Vertikal Tertentu Air Tanah dan Air Baku (SNVT ATAB), Balai Besar Wilayah Sungai Cidanau-Ciujung-Cidurian (BBWS C3), DGWR (The Directorate General of Water Resources), Ministry of Public Works and Housing (MWPH), the Government of Republic of Indonesia. The services will include: (a) establishment of detailed design for the Booster Pump Station (BPS), Main pipeline, Branch pipeline and SCADA system, (b) supervision for the construction of BPS, Main pipeline and SCADA system, (c) supervision pre final hand over (FHO) period.

Candidate Specification

Qualifications:
Degree in Civil Engineering, Water Resources Engineering or similar.

Experience & Knowledge:

  • At least ten years of work experience in the field of raw water design and construction, including SPAM (drinking water supply system) projects
  • At least five years of work experience in a similar Team Leader position
  • Proven track record of managing complex programmes, preferably also in Indonesia/the region.
  • Staff and financial management experience, with experience in managing and motivating a team of experts – international and national, both long term and short term – to deliver high quality products
  • Technical knowledge of key areas such as water treatment plants, transmission pipelines / conveyance systems, raw water, dams.
  •  Experience of working within or alongside Government officials at regional, national and local levels. 

Skills:

  • Excellent client management skills, and ability to work with stakeholders including senior government officials, private sector and civil society
  • Good written and verbal communication skills, including strong report writing.
  • Proficient in using MS packages, particularly Word, Excel and PowerPoint (creating documents, formatting, handling data, creating graphs, etc.)
  • Good numerical skills, including data analysis and interpretation
  •  Ability to establish good working relationships with colleagues, influence stakeholders and work in a collaborative international team setting
  • Ability to prioritise and work under pressure
  • Leadership and management of technical staff: working with and through other people, as well as delivering own work
  •  Good organisational skills, project planning and management
  • Autonomous professional practitioner with the ability to exercise judgement
  •  Sensitivity to working in a complex cultural and resource-constrained environment, whilst upholding the highest standards of business ethics and personal conduct in line with the company’s values, directives and procedures.

Job Profile

The Team Leader will be responsible for the day-to-day management of the project to time and budget, leading the project core team and for the successful delivery of the expected works. They will be required to work closely with Government counterparts at national and regional levels and support technical aspects of task implementation as designated. 

  • Accountable for successful management of the client relationship, acting as the project’s key contact and strategic adviser to donor and governmental stakeholders 
  • Establish and maintain effective working relationships with EDPF, partners and key stakeholders. 
  • Coordination of all experts for design, supervision, and field measurements and engineering carried out by the contractor.
  • Submitting reports to government counterparts to allow for timely decisions regarding works and detailed engineering design work as required.
  • Coordination of construction supervision and written instructions to the contractors.
  •  Ensuring that the contractor understands the Contract Documents correctly, carries out his work in accordance with specifications and drawings, and that construction implementation techniques are applied that are appropriate/suitable to field conditions 
  • Ensure proper checking and testing of all phases of the work in line with contract requirements, before next stages can start.
  • Supervision and checking of as-built drawings and ensuring they can be completed before the First Submission of Work.
  • Lead a team of long- and short-term experts, other project staff and partners to achieve the projects goals, ensuring that the right mix and level of skills are employed to each programme task and delivered to time and budget.
  •  Oversee and quality assure the work of the technical team. Hold team and partners to account against agreed performance indicators.
  • Ensure appropriate methods and approaches are used to address capacity building needs and requirements through different levels of government.
  • Lead the planning, management and monitoring of project strategies, activities, financial expenditure and costed workplans. 
  • Maximise effectiveness, efficiency and economy in all programme activities, ensuring optimal use of resources to achieve programme outcomes.
  •  Make well-reasoned, sound and timely decisions based on the needs of the situation and the resources available.
  •  Draft, implement and monitor the project workplan to ensure the timely submission of high-quality deliverables, and ensure on-going measuring and monitoring of programme inputs and outcomes
  • Identify potential risks and uncertainties associated with contracted deliverables and develop a detailed plan to mitigate and manage these. 
  • Maximise effectiveness, efficiency and economy in all programme activities and ensure optimal use of resources to achieve project outcomes
  • Comply with Mott MacDonald Business Management Systems including management of ethics, health, safety and welfare concerns on the project.
  • Persist and redirect efforts to bring about change despite obstacles and opposition.
  • Promote and monitor work ethics, good governance, safeguarding and anti-corruption behaviour and take a firm position against activities and practices that are not in the best interest of the client, staff or the company.
