The Role:

Oxfam is looking for Senior Localization Officer (FSM).

Job Purpose:

This position will be working in Sittwe, Rakhine where Oxfam, together with its consortium partner, Solidarites International (SI), is providing high quality WASH services to more than 100,000 people living in displacement camps, with a focus on strengthening women leadership. Whilst the context is humanitarian, people have been living in IDP camps for 10 years – and the overall approach of this programme is to transition to localisation promoting strong community engagement, mobilisation and community ownership of facilities and services within the IDP camps.

This role will focus on a unique pilot to localise faecal sludge management (FSM) activities in the camps. In close collaboration with SI, the technical lead of FSM in the consortium, this role will focus on leading the effective and quality implementation of the FSM localisation strategy. The Senior Localisation Officer (FSM) will ensure the oversight and delivery of the one-year FSM localisation project to shift operations from OXSI to desludging workers in the community (already working with the OXSI FSM team), while building their resilience and technical and self-organising capacity. He/She will support the pilot groups to organise, identify and create a new governance structure, alter existing contracts to be relevant for the new structure, pilot a new payment scheme, and take on the operation of the desludging work. Once the group is in place, the Senior Localisation Officer (FSM) will also work with the OXSI localisation team and existing groups in camps to assess feasibility of establishing a WASH Steering Platform to determine WASH needs and make plans for the delivery of services in the pilot camp(s), including a monitoring arm of the platform that will hold the desludging group accountable.

The Senior Localisation Officer (FSM) will be managing the project budget (allocated to Oxfam) for the implementation of this pilot project. This position will report to the Consortium Localisation Coordinator. Although not directly managing any staff, he/she will be working closely with the OXSI localisation team, CommMob team, and the SI sanitation team. He/she will receive technical support from the Consortium Localisation Coordinator and the part-time FSM Localisation Consultant.

Key Responsibilities:

Project technical (localisation) leadership

  • Provide leadership for the implementation of the FSM localisation pilot project with camp community groups and OXSI colleagues.
  • Work with the Oxfam and SI staff on reviewing and designing the implementation of a one-year pilot to gradually hand over FSM activities to community groups in one or two camps.
  • Together with the technical consultant and the OXSI localisation team in camps, plan and implement a feasibility study for the localisation pilot.
  • Train and mentor desludging workers in the formation of a co-operative or group that can effectively undertake the FSM activities in the pilot camp(s).
  • Assess the need for and coordinate the delivery of organisational development training (management, leadership, reporting, etc.) as well as feminist leadership training and MEAL training from OXSI staff and a partner organisation in camps, for the desludging co-operative group.
  • Lead timely, quality, and accurate progress reports on the localisation pilot and submit them and any other relevant information on context changes in the respective project sites to the line manager and technical colleagues according to the set reporting schedule.
  • Ensure that the pilot project is implemented in line with the allocated budget, on time, and in a consultative, participative, and gender-sensitive way in the respective project sites.
  • Together with MEAL OXSI colleagues, lead the monitoring and evaluation activities at the beginning, middle, and end of the pilot, and organise a learning review with all colleagues involved in the project. Ensure the project provides evidence of change, quality, accountability, and learning.

Representation and Coordination

  • Lead on and facilitate meetings with agencies responsible for camp management and service providers as required to represent the project.
  • Maintain positive relations with the respective camp government focal persons, government counterparts and other stakeholders working in the camps
  • Coordinate with CMAs, CMCs and other service delivery agencies in the camp as needed
  • Provide regular project updates and early alerts to the Consortium Localisation Coordinator and to other technical colleagues to react early to potential issues in the project
  • Participate in regular coordination meetings to update the broader OXSI CommMob, sanitation, and localisation teams about the project activities and progress.
  • Coordinate closely with both Oxfam and SI field teams implementing the project to ensure a cohesive approach and strong communication and collaboration.

Monitoring, Programme Quality and Learning

  • Ensure project implementation in the assigned project promotes internal and international humanitarian standards, procedures and guidelines.
  • Ensure that women’s rights are at the heart of all humanitarian work undertaken by Oxfam and partners
  • In coordination with Programme Manager/s, in-country colleagues and partners, coordinate and if needed, facilitate project learning and reviews events
  • Document, combine and validate best practises ensuring that the localisation strategy is implemented to the highest quality standards and is integrated with other sectoral interventions in the programme.
  • Work closely with MEAL team on periodic monitoring of localisation activities and their quality for further improvement in programme approach and implementation
  • Produce technical (localisation related) report within the framework of the WASH project
  • Contribute in developing and reviewing FSM localisation work plans and programme activities at specific intervals.
  • Provide regular feedback to the field officers and volunteers, camp management committees, and other stakeholders at the community level to ensure accountability and community listening with regards to OXSI FSM localisation work.

Cooperation

  • In the framework of the WASH Consortium project, work with OXSI WASH officers in camps to get support from camp-based localisation team on specific project objectives.
  • Provide guidance, support and matrix supervision to both Oxfam and SI localisation staff to ensure tasks and responsibilities are delivered as per plan.
  • Ensure effective and efficient programme delivery and timely reporting from the project team.
  • Ensure Oxfam Team understand and apply health and safety rules and procedures.

Admin, Finance and Logistics

  • Manage the FSM localisation project budget.
  • Be responsible to coordinate with finance and admin and logistics team on operations planning.
  • Coordinate with admin and logistics team on day to day administrative matters related to the project and on procurement, hiring of services, stock updates, etc. in the assigned project sites.

General:

  • Be an active member of Oxfam’s team; participate in appropriate staff meetings and planning sessions.

What we are looking for:

Skill and Competence:

Essential

  • At least 3 years proven experience of working in humanitarian or development programmes, ideally focusing on community-led projects
  • Proven experience in localisation efforts, and WASH programme implementation at community level, especially experience in organising groups to take over activities or services (eg. WASH Committees)
  • University degree in relevant field or comparable experience at the professional level in the area of expertise required.
  • Excellent representational and communication skills, with a proven ability to coordinate with and influence others. This includes good negotiation and interpersonal skills.
  • Proven experience and ability to work with partners
  • Sound experience in resource management e.g. people, finances, assets.
  • Familiarity of conflict sensitive approaches and application of Do No Harm Methodologies
  • Good written and spoken Myanmar and English
  • Computer literacy
  • Sound judgement on local context with high cultural sensitivity
  • Excellent teamwork skills and the ability to lead a motivated and well-equipped team and maintain good relations both internally and externally
  • Strong analytical, planning and prioritisation skills – with ability to work independently with initiative and a capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Experience in monitoring and evaluation of project’s outputs and outcomes
  • The ability to motivate, facilitate and influence the work of teams/colleagues.
  • Demonstrated experience of integrating gender and diversity issues into project. This includes sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts and committed to Equal Opportunities (e.g. gender, race, disability).

Desirable

  • Ability to be based in Sittwe camps and be a member of the community from Sittwe restricted area is highly desirable: professionals based in Sittwe camps are strongly invited to apply.
