The project “Addressing Climate Vulnerability in the Water Sector (ACWA) in the Marshall Islands)” implemented by the Government of the Republic of Marshall Islands (GoRMI) in collaboration with UNDP became operational in January 2020 with the objective to address expected impacts of climate change on water security on Republic of Marshall Islands (RMI).

RMI is a small island developing state in the Pacific.  The nation is a large-ocean state, with a total land area of only 182 km², spread across over 2 million km² of ocean.  There are 24 inhabited atolls and islands, which are mostly remote and lie merely 2 m above sea level on average.  There are no rivers, streams or lakes in RMI and the number of small surface ponds is very limited.

GoRMI, with the assistance of UNDP, has developed a project on adaptation to climate change impacts to water supply in RMI. The project is co-financed by GoRMI and Green Climate Fund (GCF).  The project will build resilience to the impacts of climate change on water supply, particularly in 24 atolls and islands that are highly vulnerable to drought. The project will invest in improving water security, water resilience and water governance through:

•      Water Security – Improving household and community rainwater harvesting and storage structures to increase resilience of water supply in 77 rural communities in the outer islands and atolls accounting for approximately 28% of RMI’s population, including 7,630 (49%) women, currently at risk.

•      Water Resilience – Securing groundwater resources from contamination due to inundation caused by wave overtopping of seawater.

•      Water Governance – Strengthening the technical capacities of national and subnational institutions and key stakeholders to integrated climate change risks into water governance processes so that management of climate change risks are coordinated, effective, participatory, equitable, and sustained over the long-term when risks are expected to worsen.

The project aligns with GoRMI’s key climate change policies and strategies and has been developed through extensive consultation with government, Non-Government Organisations (NGOs), Community-Based Organisations (CBOs) and beneficiary communities. The proposed project is aligned with RMI’s NDC and country work programme to the GCF.  The NDA has issued a letter of no-objection and the proposed project is aligned with the work programme of the AE (UNDP) selected by the NDA.

This GCF project will be executed by UNDP, in close partnership with the GoRMI, given UNDP’s extensive experience in implementing climate change adaptation projects globally. The project implementation will be led by a team based in Majuro, RMI and Suva, Fiji.

Duties and Responsibilities

Under the direct supervision of the Project Manager (PM), the Monitoring & Reporting Associate will be responsible for development of the overall framework for the ACWA Project Monitoring activities (i.e. development of Monitoring & Reporting plans, data collection, analysis and visualization, development and maintenance of various databases, template etc.) as well as all types of reporting related to the ACWA project implementation along with Project Results Framework and Gender Equality and Social Inclusoin (GESI) Targets and Indicators.

I. Develop Monitoring Plan:

  • Develop  Monitoring & Reporting plans for the  project/s to ensure effective and efficient implementation of the programme and to ensure that activities, outputs and outcomes are duly captured and documented in line with UNDP rules and regulations;
  • Design  Monitoring & Reporting tools and implement monitoring of the project/s; develop/update monitoring tools including forms, questionnaires, checklists etc.; 
  • Serve as primary Monitoring & Reporting focal point within the ACWA Project and coordinate Monitoring & Reporting of activities with UNDP Fiji MCO IRMU Unit, including regular inputs to the M&E and reporting systems maintained at CO levels;


II. Monitoring of the project/s’ results:

  • Ensure tracking of the performance project/s through the collection of appropriate and credible data and other evidence on the achievement of results; maintain a database to track progress on the programme’s indicators and targets;
  • Perform data monitoring and analysis as per Project Results Framework,  Gender Equality and Social Inclusion (GESI) Targets and Indicators, Safeguards measurements having ensured triangulation of qualitative, quantitative, and impact level data;
  • Coordinate the work of relevant individual consultants and/or organizations contracted within the programme/project(s) for monitoring and evaluation, surveys, assessments, or data collection related assignments; 
  • Participate in annual programme reviews and planning workshops and assist the Project in preparing 
  • Provide support to the international and national evaluators to conduct baseline, mid-term and final evaluations of the projects/programme, if required.

III. Reporting on the Project/s results:

  • Ensure timely drafting of the Project/s reporting documents, including but not limited to progress, annual, final, and ad hoc interim reports in line with UNDP’s corporate and donor’s requirements, and submit them to the UNDP Fiji MCO, Noth Pacific Sub-Office etc for review; 
  • Assist the Project Manager in the preparation of reporting packages for submission to donors and other stakeholders, including the relevant annexes with structured information and statistics, infographics, etc.;
  • Review the monitoring and evaluation reports, reports on the conducted studies, including supplementary materials (dashboards, presentations, infographics, etc.) prepared by individual consultants and/or organizations contracted within the project/s;
  • Liaise with the UNDP Country Office relevant teams and provide requested inputs for the corporate strategic reports;
  • Contribute to the development of Country Office annual report and review reports from implementing partners, UNDP’s grantees supported within the project/s, and any other relevant stakeholders;
  • Work closely with the RSD team to ensure that lessons learned from project evaluations are properly documented and included in relevant reports.

IV. Data & Information development and management

  • Facilitate and compile all project related document including format, template, signed form, training material etc. in the sharedrive;
  • Compile, report and reposit complaints, suggestions and requestes etc. from relevant stakeholders under grienvace redress mechanisms;
  • Closely work with ACWA Communication Associate and other ACWA PMU team as well as other stakeholeders;
  • Undertake other duties as assigned by the Project Manager

V. Capacity building and knowledge sharing

  • Analyze evidence to inform management decision-making, improve effectiveness and efficiency of the projects/programme, identify best practices and lessons learned from M&E activities;
  • Facilitate knowledge sharing and networking on M&E-related focus areas by organizing and conducting training on M&E for the programme and government-relevant staff if needed;
  • Contribute to knowledge networks and communities of practice including corporate M&E repositories;
  • Provide trainings for UNDP personnel and partner organizations, including but not limited to UNDP’s grantees supported under project/s, on M&E and reporting requirements and related aspects;
  • Participate in the training for the programme/project personnel for further professional growth through active.

V. Updating of Project Logframe

  • Update the Project Results Framework (Project Logframe) at least on a quarterly basis
  • Highlight on non-achievements with a detailed rationale/reasoning on why it was not achieved
  • Providing Quarterly updates in Project Steering Committee (PSC) meetings

Required Skills and Experience

Education:

  • Completed Secondary Education is required OR
  • First-level university degree (bachelor) in development, international relation, project management, environment, social science, political science, or a related field will be given due consideration, but not a requirement

Experience:

  • a completion of high school education with at least 6 years of relevant experience at the national or international level in public relations, monitoring and evaluation, project development and support, advocacy, community engagement or any relevant working experiences will be considered OR 
  • Bachelor’s degree with at least 3 years of relevant experience at the national or international level in public relations, monitoring and evaluation, project development and support, advocacy, community engagement or any relevant working experiences is required
