Manitoba Transportation and Infrastructure is seeking to fill two (2) District Superintendent positions, one (1) in The Pas, and one (1) in either Neepawa or Portage la Prairie. Water Operations ensures safe and effective provincial water related infrastructure through the delivery of inspection, planning, design, maintenance, rehabilitation and construction activities. The Branch is responsible for the overall operation and management of an infrastructure inventory that includes drains, dams, flood protection dikes, diversions, bridges, culverts and pumping stations.  Water Operations has a major role in flood response activities and Water Capital Program delivery.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must have a valid Class 5 Drivers Licence.
  • Must be able to travel frequently to work sites within the province.
  • Must be able to work in an outdoor rough terrain environment in both winter and summer.
  • Must be able to work in hazardous conditions (near and around construction equipment, roadway traffic, and confined spaces within the floodway gates).
  • Must be able to work for extended hours and for extended periods, and do shift work during flood events.
  • Must be able to perform the physical requirements of the position (i.e. continuously standing, walking, sitting, lifting and carrying up to 25 kg).

Qualifications:
Essential:

  • Municipal/Civil Technology diploma and/or completion of departmental level III training courses (or working towards). A combination of education and experience may be considered.
  • Extensive recent experience in infrastructure management.
  • Experience in the delivery of Maintenance Programs with emphasis on maintenance standards, yearly work plans, and levels of service.
  • Significant experience in human resource and financial management.
  • Experience in surveying, design and environmental requirements for water resource projects, and flood response.
  • Knowledge of Occupational, Safety, Health & Risk Management policies and procedures.
  • Excellent written communication skills and ability to prepare letters, memorandums and reports for a wide-ranging audience.
  • Strong leadership skills. 
  • Interpersonal skills with the ability to communicate effectively with internal and external contacts including the public. 
  • Effective organizational, project and time management skills
  • Demonstrates a high degree of initiative and judgement.
  • Excellent teamwork skills.

Duties:
Reporting to the Operations Manager, District Superintendents (two of seven Provincially) are the Department’s front line representatives for the operation, maintenance and  preservation of a water related infrastructure inventory comprised of dams, flood protection dikes, water control structures, diversions, pump stations, culvert and bridges, and drainage networks. The incumbents are responsible for the yearly delivery of multimillion dollar Capital and Maintenance programs, Planned and Emergent Operations, Water Capital Program; Stakeholder interaction, Human Resource Management, and Financial Accountability.
