Duties and Responsibilities

About UN Resident Coordinator’s Office

The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. The UN is present in Pakistan with 23 UN agencies, funds and Programs (AFPs) that together constitute the United Nations’ Country Team (UNCT). UNCT being headed by Resident Coordinator and the UN Resident Coordinator’s Office (UN RCO) is mandated for coordination of UN work at country level among all UN agencies. Working closely with national governments, the Resident Coordinator and UN Country Team advocate the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family. Coordinating development operations promotes more strategic support for national plans and priorities, makes operations more efficient and reduces transaction costs.

Project Description

United Nations Sustainable Development Cooperation Framework (UNSDCF)

The UNSDCF 2023-27 represents the UN development system’s collective offer to support the country in addressing key Sustainable Development Goals (SDG) priorities and gaps. It begins and ends with an analysis of the country’s development landscape and SDG priorities, including through the lens of the imperative to leave no one behind. The UNSDCF serves as the core accountability tool between the UN Country Team (UNCT) and the host Government as well as between and amongst UNCT members for collectively owned development results. It advances the 2030 Agenda for Sustainable Development (UN General Assembly Resolution 72/279) through five priority outcomes.
i. Basic Social Services (health, education, water, sanitation, nutrition and social protection/well-being)
ii. Gender Equality and Women Empowerment
iii. Climate Change and Environment (ecological restoration of Indus river basin)
iv. Sustainable Inclusive economic growth and decent work
v. Governance (Peace, rule of law, institutional capacity building)

The Climate Change outcome group is led by the FAO Representative.

Living Indus initiative

As part of the UN SG call to action on the Triple Planetary Crisis of Climate change, Biodiversity Loss and Pollution, the UN in Pakistan supported the Government of Pakistan in development of the Living Indus Initiative www.livingindus.com which is a long-term and strategic vision for Climate adaptation and resilience through the Triple Planetary Crisis approach in Pakistan and is aligned with UNSDCF’s Climate change and environment outcome. The Living Indus Initiative (LII) is a call to action to lead and consolidate adaptation, restoration, and mitigation initiatives to restore the resilience of the Indus basin as a natural system that is most vulnerable to climate change. As an umbrella initiative of 25 interventions LII aims to strengthen adaptive capacity to climate related disasters in the Indus Basin and has been approved by the government of Pakistan as a flagship initiative of climate resilience, and an investment plan in the context of 4RF

Scope of Work

a. Identify, develop and strengthen effective partnerships, networks, and alliances with government (especially the relevant government ministries at federal level and relevant departments at provincial level), UN agencies, development partners, research institutes and think tanks, private sector and civil society involved in climate change issues, to foster mutual collaboration and to identify innovations that would increase the impact, efficiency and effectiveness of interventions in Living Indus Initiative.
b. Support MoCC in overseeing, guiding, and supporting LII implementation.
c. Identify, facilitate, and support climate finance and investment opportunities for Living Indus Interventions.
d. Coordinate the development of the LII portal in close coordination with all relevant sectoral departments at both provincial and federal levels.
e. Coordinate and support the development of an umbrella PC1 for the LII and subsequent sectoral ministries/department PC1 in line with LII.
f. Support the Nationally Designated Authority (Ministry of Climate Change) in the coordination of GCF and GEF proposals.
g. Support MoCC in communicating around climate change, LII and other MoCC main initiatives.
h. Assist MOCC in setting up the Indus Protection Act.
i. Coordinate with other teams working on climate within MoCC and relevant provincial departments, e.g., NAP team in MoCC, GCF team in Karachi.
j. Review and coordinate with UN agencies and development partners for incorporation of the LII into their strategies and funding plans.
k. Prepare briefs, technical papers, minutes of meetings, follow-up notes, etc. upon requests from MoCC.
l. During the period of assignment, the consultant would be required to undertake any other tasks assigned by RC, outcome group Leader Climate Change & Environment and UNEP.

Qualifications/special skills

Master’s degree in Climate Sciences, Environmental Sciences, Water resources, Environmental Law/legislation
At least 12-15 years of previous professional experience in Climate Change related strategic projects, development, management, data analysis, or related field
Must be able to demonstrate workable knowledge of green/natural infrastructure solutions and ecosystem based adaptation approaches for climate mitigation
Relevant professional experience within the UN common system would be a strong asset but not a necessary condition
Must be able to demonstrate efficient leadership qualities while dealing with variety of stakeholders. Working with government sector on Climate Change and Environment will be an advantage
Must be able to write and present technical reports and undertake analyses for the benefit of target audience
Experience or / and knowledge in data management & developing PC1s, project proposals.

Languages

Fluency in English and Urdu (written and spoken for both languages) is required.
