ROLE PURPOSE:

Save the Children Lebanon is implementing a large and varied Shelter and Water and Sanitation Hygiene program to meet the needs of the refugees and host communities in Lebanon.

The Hygiene Promotion Officer will deliver WASH related intervention in the field and is responsible to lead hygiene awareness through household and community visits, distribution hygiene materials, and build the capacity of Community Hygiene Promoters.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight).

SCOPE OF ROLE:

Reports to: Shelter & WASH Coordinator

Staff reporting to this post: WASH Technician & Nurse

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation/Management

  • Plan, prepare and oversee the implementation of components of the Water Sanitation and Hygiene activities related to Hygiene Promotion in Beirut and Mount Lebanon in consultation with the Shelter & WASH Coordinator and/or Manager, ensuring the quality programme.
  • Provide WASH promotion related training for the WASH team and concerned community members related to measures to remain protected from WASH related disease and about the importance of properly using and maintaining WASH infrastructures for the community to remain safe and healthy.
  • Attend and represent the sector at Hygiene sub-sector specific coordination meetings at area level and provide feedback to the Shelter & WASH Coordinator and/or Manager.
  • Conduct evaluation and assessment at field level (with partners or internal to SC on Hygiene Promotion, and Wash or multi-disciplinary approach)
  • Liaises with the Shelter and Water and Sanitation Hygiene Program Manager to plan and implement hygiene promotion activities in the field (Assessments, Distributions, Sessions, Supervision).
  • Train project beneficiaries in community mobilization, hygiene promotion, health education, communication skills, leadership skills, KAP survey, etc.
  • Contribute to the drafting and updating of the Hygiene Promotion Manual and other Information, Education and Communication material.
  • Conduct Field Assessments to support the WASH technicians.
  • Prepare of weekly work plan in accordance with the implementation plan.
  • Ensure the maintenance of an up-to-date computer database of all hygiene activities and operations in the area, including topics, beneficiaries details, session details, distribution details and stock management.
  • Initiate requisitions for procurement of hygiene materials, tools, IEC materials, equipment in a timely manner.
  • Liaise with the logistics team and the warehouse staff to ensure that an up-to-date stock inventory is kept for hygiene promotion items.
  • Respond to enquiries, needs and challenges that arise that are related directly or indirectly to their field of work.

Team Management and Capacity Building

  • In collaboration with the Shelter & WASH Program Manager, Coordinator, support the recruitment of appropriate personnel for the WASH Team.
  • In collaboration with Shelter & WASH Program Manager and Coordinator, conduct one-on-one mentoring, and identify capacity building requirements for the WASH Team members.
  • Supervise, manage, and support staff in all the process by solving the problems that could occur with beneficiaries.
  • Supervise and coach all direct reports.
  • Ensure WASH Team members use weekly work plans and reports.

Partnerships Management

  • Maintain working partnerships and good communication with representatives of SC WASH partners and programmes.
  • Build and maintain relationships with local municipalities and community leaders.
  • Build and maintain partnership with local NGOs.
  • Schedule and organize meetings with implementing partners to discuss progress and challenges.
  • Conduct trainings for relevant local NGOs and partners.

External Relationships/Representation

  • Represent SC at sector coordination meetings (e.g., Shelter, WASH etc) and other meetings and forums and take leading role to strengthen WASH aspects related to child protection and education.
  • Ensure that programme interventions continue to be informed by and integrated with other core sectors of SC, such as protection, education, health & Nutrition and food security & livelihoods.
  • Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen of children in all aspects of the response where possible and appropriate.
  • Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.

General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Perform such other responsibilities as agreed with your line management.

QUALIFICATIONS 

  • Diploma or degree in Public Health, Nursing, or other related field
  • Fluency in English and Arabic language

EXPERIENCE AND SKILLS

Essential

  • Extended work experience in Nursing, Public Health, or related fields (3 years’ experience minimum)
  • Experience in project management and team management
  • Experience in an international and local NGOs (especially during the emergency phase)
  • Ability to write weekly and monthly report
  • Well organized
  • Commitment to and understanding of SC aims, values and principles including rights-based approaches
  • Computer knowledge (proficient in word and excel)
  • Experience in the social/humanitarian field
  • Experience in community mobilization and conducting outreach activities
  • Ability to maintain consistent high standards of professional behavior and achievement when working independently and as part of a team.
  • Able to manage stress and pressure

Desirable

  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work
  • Ability to adapt or change priorities according to the changing situation within a mission or the organization itself
  • Excellent contact and diplomacy to manage relationship in tensed situation
