The Environment and Natural Resources and Blue Economy Global Practice (ENB GP):

Unit Context: 
 
The SSAEN is an ENB unit in South Asia Region (SAR). Staff in the unit manage a full spectrum of environment, forest, climate change, green growth, blue economy, pollution management, and natural resource lending and non-lending tasks in Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. Importantly, the unit provides environmental risk management support to the entire World Bank investment portfolio in these countries, helping them to increase sustainability through managing potential environmental impacts from their Bank-financed development programs. 

The ENB GP in South Asia seeks to recruit a highly skilled Environmental Specialist based in the Kathmandu Office with expertise in natural resources and biodiversity management to support its rich forest landscape program for Nepal, including investment operations, carbon-financing, and analytics. The Specialist will collaborate closely with the Natural Resources Management Specialist and colleagues in the SSAEN unit in Nepal, as well as other units of the Bank and other relevant stakeholders as needed. The Specialist will report to the ENB Practice Manager for the South Asia Region (SAR) and work as part of the World Bank Nepal Country Unit. 
 
Job duties and responsibilities: 

• Provide operational and analytical support on issues related to forestry, biodiversity, protected area management, nature-based tourism, rural livelihoods, community strengthening in natural resource management, and related topics. 
• Support the implementation of Nepal’s ongoing forest landscape program, which consists of investment and carbon financing projects, including participation in preparation and supervision missions and drafting mission documents, among others. 
• Contribute to the NRM and environment portfolio-related business and pipeline development. 
• Support the Green, Resilient, and Inclusive Development (GRID) agenda for Nepal, including Development Policy Financing (DPF), GRID Strategic Action Plan (SAP), and GRID Programmatic ASA activities related to forestry and natural resources management.  
• Support the implementation of forest-related Analytical and Advisory Services Activities in Nepal, including through expert inputs, coordination, and planning for the timely delivery of analytical reports. Generate and curate knowledge, such as by identifying and describing best practices and implementation approaches and promote its dissemination at the national/international levels. 
• Contribute to the engagement and policy dialogue with government counterparts and other collaborators in the forest landscapes in Nepal, liaising with relevant government partners such as the Ministries of Forests and Environment, development partners, and NGOs. 
• Build relationships and facilitate effective communication with other clients, development partners, NGOs, civil society, the private sector, and other stakeholders. 
• Contribute to analyzing and disseminating lessons learned and best practices from specific Bank projects for research, knowledge, and learning purposes. 
• Represent ENB GP in relevant internal and external meetings on ENB thematic areas within the region.  
• Be a technical team member on operations led by ENB and/or other GPs. 
• Conduct timely project preparation, implementation support missions, and reporting and provide technical support on ENB-related topics. 
• Contribute to a variety of written products and communications, including components of major reports (Briefs, Analytical Notes, Aide Memoires, Project Concept Notes, and Project Documents), as well as draft other technical working papers for wider circulation 

Selection Criteria

• Advanced degree (Master’s or Ph.D.) in environmental science, environmental management, forestry, environmental or civil engineering, or other relevant disciplines (e.g., applied natural sciences).  
• 5+ years of proven, relevant experience (work or applied scientific research) in forestry, natural resources management, and climate change.  
• Strong analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative forest and natural resources related data and information. 
• Ability to follow up multiple workstreams simultaneously.  
• International experience is an advantage; experience in developing countries / emerging economies is a strong advantage.  
• Familiarity with World Bank’s investment operations is a key advantage. 
• Ability to work well with a range of stakeholders, including project-affected parties, government officials, non-governmental organizations / civil society, as well as project investors and their staff. 
• Sound knowledge of the United Nations Framework Convention on Climate Change and the Intergovernmental Panel on Climate Change GHG accounting methodologies or similar standards is an advantage.  
• Modelling skills in Geographic Information Systems (GIS), Python, and statistical analysis in R is a key advantage.  
• Ability to communicate ideas clearly and confidently, articulate issues, and recommend solutions. 
• Ability and willingness to travel frequently, including remote areas. 
• Excellent interpersonal and team leadership skills and ability to easily interact with people of different backgrounds and seniority inside and outside the World Bank, including clients and partners. 
• Excellent writing and communication skills in Nepali and English are required. Knowledge of other languages will be an advantage. 
• Good team player who can work as a multi-disciplinary and multi-cultural team member, motivate and lead group efforts and network effectively across boundaries. 
• A drive for results while working with limited supervision and tight timelines.
