International Water Management Institute (IWMI) a CGIAR Research Center is seeking applications from suitably qualified candidates for a consultancy assignment under the project titled “Securing the food systems of Asian Mega-Deltas for climate and livelihood resilience “.

Project Background

The Asian Mega Deltas (AMD) program is one of the new OneCG initiatives that commenced on April 2022. It focusses on supporting governments, NGOs, private sector and local communities build diverse, resilient and inclusive food system in the Mekong, Ganges and Ayeyarwady deltas. This involves investments in Cambodia, Vietnam, Myanmar, Bangladesh and India.

The investments under AMD are grouped into five Work Packages (WPs) that cover landscape management, climate adaptation, nutrition, governance and transboundary cooperation in the case of shared deltas such as the Mekong and the Ganges. Work package 4 focuses on the governance of water and land resources to promote functional landscapes and agro-ecological opportunities for diverse and resilient food production. Ensuring that land-water-environment resources access, use and management is socially inclusive and contributes to the economic, food and nutritional wellbeing of especially marginalized women and men is a core focus of this WP. Given the nested nature of governance in vies of decentralized government systems, WP4 adopts a ‘joined-up’ governance approach that emphasizes the importance of both horizontal (inter-sectoral) and vertical (cross-scale) approach to ensure coherent water and land governance.

Objective of the Assignment

The consultant is responsible to manage and coordinate the activities of WP4 across Cambodia, Vietnam, Bangladesh, Myanmar and India, contributing to technical activities, planning, implementation and reporting as well as supporting literature reviews and other research activities.

Scope of Work

This assignment consists of two components. The primary component (60% of the time) focusses on supporting the core team under WP4 coordinate activities across Cambodia, Vietnam, Bangladesh, Myanmar and India till the end of 2023, through the following actions:

Requirements

The successful candidate will possess the following:

  • A postgraduate university degree in the field of business management, administration, environment science, development studies, policy or other scientific disciplines relevant to natural resource management AND/OR
  • Minimum of 5-7 years of work experience, including at least 4 years of demonstrated experience in project coordination, and management, processes with international organizations or other research/ development institution
  • Good organizational skills, with the ability to handle multiple tasks in timely manner.
  • Proven ability to liaise and establish effective work relationships with diverse actors including WP4 core team, CG centers, partners, consultants and other stakeholders;
  • Demonstrated interpersonal skills and strong communication skills particularly when preparing correspondence, briefings, and organizing and facilitating team meetings.
  • Prior experience working in a multi-disciplinary, multi-institutional and multi-cultural environment.
  • Experience in research for development (R4D), specifically on issues relating to gender and social inclusion in relation to sustainable food systems, climate-resilient agriculture, and nutrition security.
  • Familiarity with gender-transformative approaches in relation to climate-resilient food systems.
  • Experience in the preparation of scientific information and papers
  • Ability to self-organize and take initiatives in coordinating WP4 activities;
  • Ability to effectively establish priorities and plan, organize, implement and monitor work activities with limited supervision.
  • Ability to effectively adopt and integrate strategic changes and interventions in achieving research objectives and milestones;
  • Producing accurate and timely reporting of project status as required.
  • Ability to deal with sensitive and confidential information in a professional manner.
  • Excellent command in using MS Office and other data management packages at a highly proficient level.
  • Personal attributes include high standards of conduct, respect, flexibility and sound work ethics.
  • Ability to organize and maintain repository of documents and data
  • Experience of translating research data and evidence into knowledge products that have impact and reach, including through communicating at major conferences and via other platforms, including social media.
  • Publications track record (preferably in internationally peer-reviewed journals) .
  • Excellent facilitation skills, ability to summarize key research projects and outputs into key messages for communication and outreach.
