Organizational Setting

This position is located in FAO Pakistan, based in Karachi. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. 

The following position is SB4-SC8

Pakistan has been experiencing frequent natural disasters and non-coherent economic policies which has affected the overall economy specifically the agriculture sector and livelihood of the people. Outbreak of pandemic and locust attack has damaged agriculture crops and affected the food supply chain in Pakistan. Food and Agriculture Organization (FAO) of the United Nations supporting the Government of Pakistan at national and provincial level through different analytical policy reports on food supply chain, food forecast livestock, forestry, fisheries, and climate change management. Similarly, a web-based data management system is under development for agriculture, food security and nutrition statistics in Pakistan. Through this system, support Government of Pakistan in monitoring food prices and supply chain through live dashboards which will enable better planning and policy making. 

There is currently a team of Water experts/Agriculture /Hydraulic Engineers working on different components to strengthening the water and agriculture sector in Pakistan. FAO Pakistan seeks an experienced professional with a strong technical and analytical skills to contribute for the SBIP/SWAT projects in Pakistan. This experience will provide wide scope of work as outlined below: 

Reporting Lines

Under the overall supervision of the FAOR, the direct supervision by FAO’s Sr. Land & Water Officer of the project, and in close consultation with SBIP Project Team, the incumbent will:

Technical Focus

•    Provide technical and project management support to the PCMU for the implementation of SBIP/SWAT and assist in the hydraulic infrastructures design, cost analysis for irrigation schemes as per the international standards.
•    Assess damaged irrigation sites and survey reports, maps, drawings, hydraulic constructions and relevant infrastructure.
•    Use advanced tools to plan and design rehabilitation of irrigation/hydraulic systems according to the relevant national and international technical standards.
•    Conduct direct surveying, construction, material testing, operations, and maintenance activities at project site.
•    Monitor and supervise site implementation by selected contractors according to specified requirements and produce periodic technical reports.

Tasks and responsibilities

•    Support PCMU in review of hydraulic infrastructure designs against international standards.
•    Support PCMU in quality control of hydraulic infrastructure.
•    Assist in preparation of Terms of Reference and technical evaluation reports.
•    Assist in the design and implementation of FO sub-projects on irrigation modernization under SWAT project – for example identification of improved irrigation methods and their designs. 
•    Assist in preparation of PC-1 including hydraulic design and cost analysis for selected irrigation schemes 
•    Support production of related technical manuals, knowledge products and capacity development.
•    Prepare farmer training programmes on irrigation and water management for project beneficiaries.
•    Contribute to procurement processes relating to design specifications.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Bachelor of Engineering in Irrigation/Hydraulic Engineering
•    Minimum 05 years of relevant experience 
•    Working knowledge of English 
•    Knowledge of language used in Sindh will be an asset
•    National of Pakistan
