Introduction

The Wisconsin Department of Natural Resources (DNR), Bureau of Waterways is recruiting to fill three Water Management Specialists (Water Regulation and Zoning Specialist – Entry or Senior) vacancies. These positions will be stationed out of either the Green Bay, Oshkosh, Madison, Dodgeville, Eau Claire, Baldwin, Superior, Rhinelander, Spooner or Cumberland offices. However, there is an opportunity to telework for up to 60% of the workweek after initial training period!

Position Summary

The Water Management Specialist is responsible for protection of the public trust and public rights in navigable le waters of the state. This position also administers the state’s wetland protection programs mandated by the federal Clean Water Act. This position administers portions of Chapters 30, 31, 59, 61, 62, 88 and 281 Wisconsin Statutes.

This position provides full service for wetland technical assistance, mitigation and regulatory approvals for wetland general and individual permits for residential, commercial, industrial, agricultural and mining projects.

Salary Information

Starting pay for the entry level is $25.00 – $30.00 per hour ($52,000.00 – $62,400.00 annually) in pay schedule and range 15-04. Starting pay for the senior level is $28.00 – $32.07 per hour ($58,240.00 – $66,705.60 annually) in pay schedule and range 15-03. 

Pay on appointment for current or former state employees is based on the State Compensation Plan.

A 12-month probation period may be required.

Job Details

Employment will require the selected candidate to pass a background check.  DNR does not sponsor work visas. Thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Please make sure to describe the following qualifications within your resume and/or letter of qualifications.

Required qualifications include experience in the following:

  • Education or professional work experience related to waterways, wetlands, water quality, hydrology, shoreland zoning, fish and wildlife management, or stormwater management

Best-qualified applicants will also have the following preferred qualifications:

  • Professional experience preparing, reviewing, or managing projects involving wetland or waterways regulations

Please also indicate any qualifications, experience, or training related to:

  • Professional experience interpreting and applying wetland or waterways statutes, codes or other regulations
  • Experience conducting field work related to making jurisdictional determinations
  • Experience conducting compliance monitoring and enforcement of waterways laws
  • Experience providing outreach and collaborating with stakeholders
  • Work experience interpreting engineering plans, architectural plans or to-scale site plans
