Job Summary

The Compliance and Enforcement Branch (CEB) of the Integrated Resource Operations Division is the enforcement program for the Ministry of Forests. The Branch delivers a range of compliance and enforcement services, including inspections, investigations and enforcement in relation to several provincial and federal statutes including the Forest and Range Practices Act, the Land Act, Water Sustainability Act, Wildfire Act and the Heritage Conservation Act and the associated regulations. The Branch is divided into three key operational groups: field operations, provincial investigations and program support. The Branch works closely with other government and non-government stakeholders in the natural resource sector. The Branch’s mandate is critical to maintaining the public’s trust and confidence in the Ministry to manage and safeguard British Columbia’s natural heritage and financial interests.

General functions of the Senior Provincial NRO include providing supervision of investigation teams including operational direction and oversight of complex and high profile investigations, and includes coaching, mentoring and training of Natural Resource Officers to build and enhance the Branch’s advanced investigation capacity. The Senior Provincial NRO carries out their duties with a high degree of independence and is expected to maintain a high level of knowledge, skill and ability. This position requires a comprehensive understanding of legislation, major case file management, policy and procedure. Additionally, the position requires a high level of interpersonal and investigation skill and ability to communicate effectively both verbally and in writing.

Job Requirements:

  • Registered, or immediately eligible for registration, as a fully licensed professional with a British Columbia professional association as required by the specialty area. (i.e. Forest Professionals, Institute of Agrologists, Engineers and Geoscientists).
  • Degree in a related professional field or equivalent as recognized by the relevant association; an equivalent combination of education and experience may be considered.
  • Demonstrated experience in provincial and federal environmental/natural resources legislation, principles of compliance and enforcement.
  • Experience applying the principles of compliance and the development of compliance strategies, inspection and audit techniques, and the principles of project management and techniques.
  • Experience in watershed hydrology, geomorphology, engineering hydrology, resource management and planning; or experience in applied water resources, hydrology and/or fluvial geomorphology with specific experience in field and stream based assessments; OR, experience in riparian ecosystem and fish habitat, restoration strategies and methodology, and the potential impacts that could occur from development proposals and activities.
  • Experience working cooperatively with agencies, other levels of government and the public.
  • Experience conducting environmental monitoring and assessments, including watershed and hydrological assessments and water monitoring.


Provisos:

  • Special Provincial Constable (SPC) status, OR, satisfactory background, security check and training to qualify as Special Provincial Constable.
  • BC Class 5 Driver’s Licence, or equivalent, or immediately eligible to attain one.
  • Required to hold an Occupational First Aid Level 1 certificate, or equivalent.
  • Required to operate a variety of equipment in the field.
  • Required to maintain a reasonable level of physical fitness.
