Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agri-food systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The Programme Management Unit (PMU) of the FAO-Saudi Technical Cooperation Programme (2019-2025) facilitates, coordinates and manages all technical and advisory services to be provided by FAO to the Saudi Ministry of Environment, Water and Agriculture (MoEWA) and its sister agencies. Within the framework of the UTF Technical Cooperation Memorandum of Understanding (MoU) covering the period 2019-2025 signed on February 13, 2019 between the Kingdom of Saudi Arabia represented by MoEWA, and FAO, the UTF projects “UTF/SAU/054/SAU: Enhancing National capacities for Evidence-based Irrigation Management “UTF/SAU/053/SAU: Promoting efficient irrigation and water productivity amongst farmers have been approved by the FAO and Saudi Irrigation Organization (SIO). The Projects, developed jointly by SIO and FAO focuses directly on supporting the implementation of the Saudi Irrigation Organization Corporate Strategy, which was developed within the context of the Saudi Vision 2030 and aims at strengthening the capacity of SIO to improve irrigation efficiency. 

An overall plans and budgets were developed and approved, including activities and outputs that are expected to be accomplished under each project. Requirements for national and international technical expertise for each project have been identified. In order to ensure a coordinated, smooth, timely and successful implementation of these projects, long-term competent international technical advisors have been appointed for each project who will be supported by a team of national specialists and international consultants and experts who are technical specialists in the subject matters of the various outputs and activities. This publication aims to identify the following National Irrigation/Water Resources Management Specialists: 

O    NATIONAL IRRIGATION SYSTEMS AND TECHNOLOGY SPECIALIST
O    NATIONAL IRRIGATION FIELD SPECIALIST

Reporting Lines

The Specialists will report to the Projects Technical Advisor under the overall guidance of the FAO Programme Director in the Kingdom of Saudi Arabia.

Technical Focus

Supporting the implementation of related activities under the different outputs in accordance with workplan through the provision of expertise in relevant technical areas to support project implementation.

Tasks and responsibilities

The Specialists will carry out the following tasks (presented according to specialization):

National Irrigation Systems and Technology Specialist:

o    Contribute to the process for the irrigation performance assessment, irrigation Master Plan, and Saudi Irrigation Code preparation, as well as the promotion of efficient suggesting methods and tools to be used for data and information gathering and documentation.
o    Characterize and organize the key agricultural systems, irrigation water sources, irrigation systems, technologies, practices, and water usage in target locations, identify strengths, key challenges, and opportunities for consideration in the master plan,
o    Take into account the different irrigation water sources (fresh groundwater, surface water, drainage, and treated wastewater), identify key irrigation systems, technologies, and practices that are to be supported by the irrigation code, and promoted through the master plan.
o    Support and examine effective technologies, irrigation methods and best practices that are relevant to farming and cropping systems used, and help with the promotion of efficient system through their demonstration in Saudi Arabia.
o    Support for developing and implementing a method to assess the efficiency of the irrigation systems, technologies, and practices currently used by Saudi farmers.
o    Support in planning a series of working sessions/workshops for stakeholder validation.

National irrigation field Specialist:

o    Collect and analyze relevant technical, economic, institutional and technology related information, data to support the delivery of projects outcome, outputs, and activities.
o    Conduct field surveys, contribute to the design and organization of irrigation system design, establishment and performance assessment.
o    Adopt the criteria and tools agreed upon and conduct surveys for the identification and selection demonstration farms/sites, 
o    Supervise the establishment and operation of the demo farms and provide guidance to the farmers on related technical issues, 
o    Participate in the organization of meetings, and consultations sessions with the project and SIO teams, and assist the development/production of required materials and the provision of information;
o    Support the preparation and documentation of demo farms baseline information, and lead farmer’s data profile,
o    Prepare a detailed knowledge management products to document lessons learned from the demonstration farms project.
o    Support gathering technical information and reviewing technical documents, related to the target location.
o    Coordinate and provide support to different consultants and staff assigned to the project.
o    Perform other duties as required. 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements 
   
•    University degree in water resources, and or irrigation, agriculture or related field.
•    Five  years of relevant experience in field of irrigation, water resources management and or agriculture development 
•    Working knowledge (Level C) of Arabic and limited knowledge (Level B) of English.
•    National of Saudi Arabia or have resident permit (please submit copy with your application).
