The International Water Management Institute (IWMI), a CGIAR Research Center is looking for a competent, self-motivated, and dynamic candidate to join as National Researcher – Water Resources Management.

The National Researcher – Water Resources Management will be responsible for carrying out research addressing issues associated with water resource development and allocation in irrigated Indus Basin of Pakistan. The incumbent will be responsible for developing, design and implementing water management strategies as well as surface & groundwater management studies to achieve sustainable water management through improved practices in Pakistan. The appointee will be responsible for conducting research to improve integrated water resources planning and management in irrigated areas of Pakistan. The goal of the research is to provide useful recommendations to enhance the performance of key water institutions. They will contribute to the research activities, including literature reviews, field data collection, analytical work, policy analysis, and coordination with stakeholders and project partners in the water and climate sectors. She/he will also organize project-related events, workshops, training, and field work involving various stakeholders. They will also contribute to writing donor reports and research publications.

GENERAL DUTIES AND RESPONSIBILITIES

The main responsibilities will include:

  • Providing support in reviewing water resources management strategies, policies and projects being carried out at regional level along with strategies and policies at the national and provincial levels in Pakistan with special focus on Irrigated areas in Indus Basin.
  • Ensure that the most suited and most resilient water management practices are implemented based on the specificities of the project sites and communities.
  • Planning, conceiving, contributing and leading different project activities which may include development of hydrological models to water/river basins and irrigation systems across spatial scales under the changing climate scenarios and matching water management interventions to biophysical and social conditions.
  • Develop a coordinated approach for modelling of surface water and groundwater resources for sustainable for water resources management practices.
  • Identify new sustainable solutions, trends and niches, and develop innovative solutions to challenges for the activity interventions addressing important irrigation issues in Indus basin.
  • Assist in setting up and installing state-of-the-art water management related instruments to get information on various hydrological variables in the study area.
  • Work with specifically-designed computer modelling packages to assess the most effective methods of managing available water resources.
  • Assist in collecting and compiling earth land surface datasets including rainfall, digital elevation model (DEM), watershed characteristics, soil characteristics, and land use land cover data from various satellite remote sensing archives.
  • Builds institutional networks promoting IWMI position and establishing IWMI as a center of expertise on significant policy issues; identifies water management program synergies with collaborating partners and establishes collaborative frameworks of engagement in water and climate sector.
  • Communicate outcomes of project interventions with the wider research and development community.
  • Contribute to building positive relationships with the government, civil society and other stakeholders.
  • Provide support to organizing meetings, dialogues and workshops for the project.
  • Assist in preparing high quality project reports according to project timelines.
  • Provide support to preparing project-specific communication materials.
  • Performs other related duties as required.

Requirements

Qualifications, Experience, Knowledge, Skills and Abilities:
A PhD in agricultural/Civil engineering, water management or a closely related discipline.A good record of peer reviewed publications on relevant subjects in well reputed international journals.On-the-ground experience working on water resources management solutions with farmers and water users.Experience of working in interdisciplinary and multicultural teams.Prior experience working with CGIAR is preferred.A minimum of 5 years experience of workingStrong contemporary knowledge on irrigation, agricultural water management (i.e. soil-water-plant continuum, crop water requirement), water management gained through appropriate research qualifications and/or independent inquiry.Demonstrated original thinking, creativity and innovation applied to their disciplines.Experience in working on a diverse range of irrigation scales, and a good knowledge of irrigation design and the operation and maintenance of small, medium and large irrigation systems.Experience in developing hydrological models for multiple river basins with experience in remote sensing and GIS tools.Experience in designing and deployment field level water management systems including; High Efficiency Irrigation Systems (HEIS).Must have a strong analytical mindset.Good management and leadership skills, with good understanding of relevant cross-cultural issues, and emphasis on establishing a balance between strategic guidance and team empowerment.Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.Original, creative and innovative thinker that takes initiative, has a good sense of judgment.

This is a nationally recruited position and only Pakistani nationals are eligible to apply. IWMI offers a competitive salary and benefits package. The duration of the contract will be for a three-year period with the possibility of extension based on performance and availability of funds.
