Job Summary

An excellent senior opportunity for a dedicated professional

The Environmental Monitoring and Analysis Branch (EMAB) is a key program area within the Environmental Protection Division (EPD). The branch manages and coordinates the acquisition, publication and application of data analytics and science-based knowledge, including the provision of lab services.  The branch supports the management and stewardship of the natural resource sector through ambient monitoring data production, development of scientific/technical standards and guidelines and through the provision of expert environment and climate change advice and support. The Branch advances the use and application of relevant knowledge and best practices and achieves its objectives through partnerships and shared stewardship with First Nations, partners, stakeholders, and communities. Work is guided by BC’s water legislation, regulations and Living Water Smart initiative and plan.

Within EMAB, the Environmental and Climate Monitoring Section (ECMS) is responsible for the province-wide delivery of the air, surface water, groundwater, snow, and water quality monitoring networks. The section oversees program management, the provision of expert leadership; monitoring equipment procurement, installation, operation and maintenance; data collection, quality assurance, publication, trend analysis and reporting. The section co-manages the federal-provincial hydrometric network, delivers the provincial hydrometric program, and publishes operational standards and analytical products (i.e., Streamflow Inventory Reports). Through the sharing of environmental information, the section provides data science analytics to inform ministry policy, standards development, environmental monitoring approaches and support for science-based resource management decisions.

Under the guidance and general direction of the Unit Head, and working with a high degree of independence, the Hydrometrics Supervisor oversees the federal and provincial hydrometric network operations and functions as a senior field-based expert. The position develops operational plans, policies, procedures, processes and best practices; conceptualizes and promotes science-based strategies; identifies and resolves issues; and advises, educates and trains provincial/regional staff in hydrometry, hydrology, hydraulics and other related activities.

Job Requirements:
•    Post-secondary degree or diploma in a discipline or program directly related to the job role and function and with an emphasis on hydrometrics, hydraulics and hydrology (e.g., Water Resources Engineering, Environmental Sciences, Earth Sciences, Geosciences); or similar acceptable water or natural resource field; AND 5 years related experience with Hydrometric networks.
•    An equivalent combination of education and experience may be considered.

Experience:
•    Experience at a senior professional or scientific technical level applying the theory and practice of hydrometry and hydraulics, as well as addressing its practical application.
•    Experience planning, organizing and leading or overseeing, field-based hydrologic and hydrometric assessments.
•    Experience with hydrometric networks, software programs and associated technology, and equipment associated with hydrometric data collection, processing (e.g., Aquatic Informatics, Aquarius software), analysis and assessment as well as standard computer programs (e.g., Microsoft Office Suite) and spatial analysis software.
•    Experience establishing collaborative working relationships with senior officials, industry professionals, community leaders, First Nations, and others.
•    Experience, or involvement in, negotiating and administering complex contracts and/or multijurisdictional agreements.
•    Experience supervising staff and leading teams in complex projects and field-based operational activities.

Provisos:
•    Must have a valid BC driver’s licence in good standing.
•    May conduct field work that may include travel to remote areas by vehicle, boat, air or foot, occasional overnight and outdoor work in all weather conditions.
•    Fieldwork typically involves carrying moderately heavy equipment and supplies in difficult terrain, on a regular basis, while meeting WorkSafeBC standards.
