Description

Under general supervision, has technical responsibility to coordinate all aspects of the Source Water Protection (SWP) program including maintaining and reporting program details regionally and nationally. This position also coordinates and implements all aspects of the SWP Grant program internally and with the EPA including RFPs, reviewing, and awarding project proposals, contract, workplan, and QAPP development. They will provide technical assistance, attend project meetings, review, and approve reimbursement requests and assist with overall project coordination. 

Hiring Rate: Hourly $23.455 – 5% increase 07/01/23 
Environmental Specialist II - Groundwater Section description imageWork schedule: Monday – Friday – 8:00 a.m. – 5:00 p.m. Flexible schedule, remote work, and 10-hour workdays allowed after six-month probation and with management approval.Examples of Work

• Develop annual work plans for the EPA and prepare reports to meet their requirements.
• Collaboratively develop tools and implement SWP activities.
• Plan and manage the SWP program budget.
• Participate and facilitate partnerships with external stakeholder groups.
• Develop and maintain source water assessment and protection databases and corresponding applications.
• Develop and update outreach material for solicitation of annual SWP grants.
• Review grant applications and ranking criteria, track grant projects through completion, coordinate dispersement of funds, and close grants.
• Coordinate the process for review, approval and acceptance by EPA, and revisions for all Drinking Water Protection Management Plans (DWPMP) between all partners.
• Collaborate with Drinking Water programs and WHP program to provide education and promote SWP grants and programs and DWPMPs at local events and PWS Board trainings for asset management and capacity development efforts.
• Educate and promote SWP programs through presentations. Qualifications / Requirements

REQUIREMENTS: Bachelor’s Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning or a related field. Experience may be substituted for education on a year for year basis. 

OTHER: Valid driver’s license or the ability to provide independent transportation; Ability to travel overnight approximately 5-10%; ability to lift 30 pounds; ability to work in outdoor temperature extremes; ability to walk on uneven terrains and steep slopes to accomplish tasks; ability to bend, stoop and climb; ability to maintain regular and reliable attendance. Knowledge, Skills and Abilities

Knowledge of: State of Nebraska geology and groundwater resources; Nebraska geology and the storage and movement of groundwater as influenced by geological phenomenon; cause and effect of contamination in groundwater; governmental and private sources of information relating to water in the environment; drilling and construction techniques involved in the withdrawal of groundwater; methods for describing features of land masses including physical characteristics and distribution of plant, animal and human life.

Skill in: Communicating with individuals and groups with varying technical backgrounds to collect and relay information; listening to and understanding others; prioritizing workloads; using analytical judgment to make decisions; public speaking and providing presentations.
Ability to: Learn and apply applicable local, State and federal laws, regulations and standards; establish and maintain effective working relationships with individuals in order to obtain their cooperation in the selection of water supply sources and methods of withdrawal; communicate technical information to staff members, developers and users of groundwater; assume a major role as an agency representative in statewide water management efforts.
