OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO seeks to engage services of an individual expert with a proven understanding of UNESCO and related Natural Sciences networks in Asia and the Pacific.

Under the overall authority of the Director UNESCO Office in Jakarta, the incumbent is responsible for developing and implementing projects and project proposals, providing advice, research and knowledge management expertise, partnership development and contributing to resource mobilization to the Natural Sciences work of work UNESCO Jakarta unit as well as to multi-sectoral and cross-country programmatic activities and initiatives conducted from own duty station. The incumbent works within the frameworks of UNESCO’s Medium-Term Strategy (C/4s), the approved Programme and Budget (C/5) and according to global development plans such as the 2030 Sustainable Development Goals (SDGs).

Duties and Expected Output: 

  • Provide leadership and guidance for Water & Ecological science programmes/projects in the Asia-Pacific to develop, drive, and ensure comprehensive delivery of natural science strategy; design relevant approaches, partnerships, policies, objectives, and deliverables.
  • Lead alignment of work with national and UN development frameworks, such as the United Nations Development and Assistance Framework (UNDAF).
  • Define priorities and agenda; proactively mobilize funds and ensure diversification of resources.
  • Promote active IHP participation in Asia and the Pacific. 
  • Encourage development of problem oriented IHP field projects including research – training and demonstration activities;
  • Strengthen and reinforce links between IHP and participating institutions within flexible networks of scientific co-operation in the region and encourage member countries in maintaining strong IHP networks.
  • Assist in the implementation of Regular and Extra budgetary programme activities as well as activities related to the Regional Bureau’s Science Support Strategy,
  • Provide support to National and Regional IHP activities in Asia and the Pacific, and promote co-operative activities through regular programme resources;
  • Contribute to the implementation of programmes/projects and initiatives related to Ecological and Earth Sciences especially the Man and the Biosphere (MAB) Programme, Biosphere Reserves and natural disaster risk reduction (DRR) within the context of the Agenda 2030 and related SDGs, the New MAB Strategy (2015-2025) and Action Plan (2016-2025) by analysing and evaluating programme/project implementation. Contribute to the mobilisation of extrabudgetary resources and developing partnerships to enhance MAB programme and Biosphere Reserve applications in Asia and the Pacific regional cooperation with programme specialists in the Jakarta Office, and where necessary with other UNESCO Offices, provide advice on integrated multidisciplinary programmes and projects;
  • Provide support in the preparation, formulation, and implementation of extra-budgetary projects in the field of water and ecological sciences;
  • Provide leadership to associate experts, interns and project staff related to the water and ecological sciences programme and cultivate a strong team environment for WES activities collaboration/implementation. 
  • Position-related regular and extra-budgetary programme/project activities to address regional and country priorities and ensure alignment with UNDAFs and National Development Plans at country level.
  • Additional activities that may be required to ensure the success of the work team.

 Deliverables:

  1. Work plan for the contractual Period (within first 2 weeks)
  2. Monthly reports highlighting achievements and progress of project implementation, opportunities identified, challenges encountered/lessons learnt, and pending programme activities and plans put in place to ensure effective implementation.  Report shall also include related outputs such as: (a) Technical reports; (b) guidebook, workbook, and guidelines; (c) Mission reports, and (d) other related documents.
  3. A Final report at the end of the contract period summarizing activities completed, opportunities identified, challenges and how they were addressed, lessons learnt and recommendations for further successful programmatic implementation.

QUALIFICATIONS

  • Advanced university degree in a science-related field;
  • At least 7 years of experience and engagement in international science networking and cooperation;
  • Extensive project management experience with the ability to manage projects and teams independently. 
  • Extensive working experience in Asia and the Pacific, particularly with bilateral and multilateral donor agencies and NGOs.
  • Previous engagement with United Nations agencies, and international non-governmental organizations would be an asset;
  • Proficiency in written and spoken English and, working knowledge of Japanese would be an asset.
