Community Energy Investment Roadmap (CEIR)

OurWinnipeg 2045 sets a climate target for Winnipeg, having the city meet or exceed net zero emissions by 2050. Meeting this target requires action from residents, businesses, and governments locally and around the world. The Community Energy Investment Roadmap (CEIR) shows us how we can achieve this target.

CEIR uses detailed energy and emissions modelling to see the costs and benefits of action and inaction through the development of three different scenarios:

  • Business-As-Usual illustrates energy consumption and greenhouse gas emissions if Winnipeg no longer makes changes into the future.
  • Business-As-Planned includes changes expected from Federal and Provincial policies and regulations, as well as existing plans underway in Winnipeg to improve efficiency and reduce emissions.
  • Net Zero details the pathway to achieving the City’s emissions target. Within this scenario, fossil fuels are removed entirely from the city in the building and transportation sectors at the macro and micro scale. Systems in this scenario are retrofitted and replaced with more efficient versions and clean electricity is the primary fuel source.

The CEIR builds upon other City plans, including Winnipeg’s Climate Action Plan, and the Winnipeg Transit Master Plan. It can be used in decision-making by the City of Winnipeg, organizations, businesses and community groups across sectors to reach net zero emissions by 2050.

The CEIR includes:

  • The CEIR Report (print friendly version is also available)
  • The CEIR Appendices (print friendly version is also available)
    • Modelling Scope, Method and Process includes details on the modelling approach and scenario assumptions used to provide community energy and emissions benchmarks. It also illustrates the scope of data required for future modelling efforts and can be used to inform other modelling efforts.
    • Modelling Results and Assumptions provides details of the key energy use and GHG assumptions used to model the three scenarios, as well as the model results. This information can be used as a reference for more sector specific modelling or planning.
    • Implementation Framework provides guidance for the near-term implementation of the CEIR. Options for collaborative actions are identified, with potential for greater efficiency and effectiveness across neighbouring municipalities, levels of government, and organizations.
    • GPC Tables provides the 2016 Community GHG Inventory and the central data of the report. The tables list emission values associated with the different sectors at different scope levels. The data can be used to analyse impact sources, compare with other municipalities, and estimate the impact of actions suggested in the report.

Winnipeg CEIR Dashboard

  • The CEIR Dashboard is a web-based tool that provides interactive viewing of the energy and emissions modelling of the three scenarios out to 2050. The data is available for download and can be used for further analysis.

Open Data

  • Source and modelling data used to develop the CEIR is also available for download on the City’s Open Data Portal.
