Denver Moves: Cherry Creek

Project Overview

Denver Moves: Cherry Creek (DMCC)(PDF, 20MB) is a cohesive strategy for the development of future transportation infrastructure and programs that will support the City's mobility goals in the Cherry Creek neighborhood and surrounding area. The Denver Moves: Cherry Creek plan aims to create a safer and more convenient environment to walk, bicycle, take transit, deliver goods, and drive in and around Cherry Creek as the area continues to grow. DMCC will guide how the City of Denver programs, funds, plans, designs, builds, and maintains the future multimodal transportation network in the area. The plan appendices are available here(PDF, 21MB).

The Plan includes recommendations developed through an inclusive and collaborative process. Community members, including area neighborhood organizations, local employers and business organizations, employees and commuters, local schools, health care providers, non-profit organizations, advocacy groups, and City Council members and staff, provided feedback on the plan's process, outcomes, and individual projects. Throughout the process, DOTI incorporated community feedback into the study analysis, engagement strategy, and final report. A summary of how DOTI responded to community feedback is available here(PDF, 279KB).

The following table lays out how DOTI and partners plan to advance projects and strategies identified in Denver Moves: Cherry Creek in the short-term.

Category Strategy
Capital Improvement Dollars DMCC scored projects using a citywide transportation prioritization tool to rank the plan's projects. Projects that scored highly on this tool provide benefits not only for the study area, but also Denver as a whole. These projects have the best chance of being funded with local transportation dollars in the near-term.
Parking Garage Sale Funds One of the outcomes of DMCC is the identification of capital projects to advance in the DMCC study area. The DMCC planning process provided a robust foundation of data and candidate projects from which to identify opportunity projects such as the implementation of low-cost transportation-related improvements or completion of design of recommended projects. Funding is available to enact these projects over the next two years.
"In House" Delivery DMCC identified small projects that can be designed, and potentially implemented, by DOTI staff. This streamlines project delivery, getting projects in the ground faster. Project types for this category include intersection improvements, parking changes, and wayfinding.
Leveraging Maintenance  Routine street maintenance presents an opportunity to make improvements. DMCC recommendations will be cross-checked against maintenance plans to identify opportunities to build projects at a fraction of the stand-alone project cost.
Developers On-going and future redevelopments will now be required to reference the DMCC recommendations in their site plans, and may be required to construct the improvements when there is a nexus between the project and their development impacts. Given the rapid rate of development, this presents a key opportunity to see changes sooner. Developers can also help implement DMCC-identified programs and strategies.
Major Projects DMCC includes new recommendations to pair with major projects occurring within the study area, such as the Colorado Boulevard BRT project which is being advanced by the Colorado Department of Transportation (CDOT). DMCC recommendations will be incorporated into CDOT's BRT study.
Partnerships and Programs
DOTI will continue to work with the Cherry Creek North BID, Transportation Solutions, and other area organizations to advance programs and strategies identified in this plan. A key opportunity exists to partner on outside grants to advance programs and campaigns to educate and encourage use of transportation options.

Frequently Asked Questions

Why did DOTI study the transportation network in the Cherry Creek area starting in 2022?

  1. Rapid growth has resulted in increased pressure on the area's transportation network. Undertaking a strategic plan was determined to be critical in ensuring that Cherry Creek's transportation system continues to meet the needs of the area and move people and goods safely, efficiently, and sustainably today and in the future.
  2. In addition to being a destination, Cherry Creek is a pass-through area for regional trips. This plan reimagines how to manage regional travel demand while prioritizing local needs.
  3. Service employees keep Cherry Creek thriving. Often lacking access to personal vehicles, employees routinely rely on public transit to get to work. Transit improvements are vital in providing convenient and reliable transportation access for employers and their workers.

How was the Cherry Creek community engaged in this planning process?

How does DOTI plan to spend the remaining parking garage sale funds?

One of the outcomes of DMCC was the identification of capital projects to advance in the DMCC study area. The DMCC planning process and data-driven analysis provided a broad list of candidate projects from which DOTI pulled a short list of opportunity projects based on community priority, modeling results, Citywide priority, fund restrictions, and cost/scale of each project (see below for selection graphic and project list). Funding is currently set aside to implement these projects over the next few years.
