Governor Lamont Issues Executive Order on State Contracting

(HARTFORD, CT) – Governor Ned Lamont today announced that Lt. Governor Susan Bysiewicz – performing at his request in her capacity as acting governor – has signed Executive Order No. 21-2, which updates rules regarding state contracting.

The governor explained that the executive order was necessary to conform with newly enacted statutory language included in Public Act 21-76, which was approved by the legislature last month and signed into law earlier this week.

Public Act 21-76 updates the method by which contractors make disclosures in compliance with restrictions on gifts to public officials. Governor Lamont’s Executive Order No. 21-2 continues to extend those disclosure requirements to contracts valued at $50,000 or more, in contrast to the $500,000 threshold in state law.

Public Act 21-76 also codifies an existing requirement in Executive Order No. 49, issued by Governor Dannel P. Malloy in 2015, that contractors report campaign contributions to candidates for statewide or legislative office. As a result, that section of Governor Malloy’s Executive Order No. 49 is no longer necessary.
