JOB SUMMARY
Under administrative direction, this employee will be responsible for providing overall leadership in the creation, development, and performance of the Racial Equity Office, the One Community racial equity work, and the larger vision of equity for the County. This employee will collaborate with local jurisdictions and community stakeholders to establish equity as a shared value and operating principle across the organization. The Racial Equity Officer will help the County fulfill its mission while adhering to its values and commitment to address institutional racism and ensure that the work of the County is guided by a framework of equity principles and processes. Exercises direct supervision over assigned staff.
EXAMPLES OF DUTIES
Essential Duties:

  • Develops, implements and oversees the Racial Equity Office mission, vision, and goals.
  • Plans, directs, and evaluates the implementation of comprehensive, County-wide programming which establishes and applies policies and procedures for the development of Washtenaw County residents.
  • Develop and oversee Racial Equity related policies and programs to further the initiative that is representative of Washtenaw County. Evaluation, development and editing of policies and practices with a racial equity lens.
  • Provide vision and coordination to governmental, business, and community groups.
  • Facilitates and supports department equity assessments (such as supervision and management of Racial Equity Action Plans).
  • Oversees racial equity training and education efforts.
  • Acts as official representative on diversity, equity, and inclusion to County departments, elected officials, other jurisdictions, and in the community.
  • Develops countywide performance indicators and progress benchmarks to ensure accountability towards equitable delivery of county services.
  • Collects, analyzes, and presents data measuring the County's progress on operationalizing equity.
  • Establishes and maintains effective working relationships with County staff and multi-sector community stakeholders.
  • Develops and manages budgets, cost containment procedures, and program improvement measures.
  • Manages the preparation of grant applications to ensure adequacy and timeliness.
  • Conducts regular national best practices research and comparative analyses to ensure the County's continue progress as a municipal leader in diversity, equity, and inclusion.
  • Plans, organizes, assigns, directs, reviews and evaluates the work of staff. Oversees selection, training, and professional development of staff.
  • Create and maintain an Advisory Board responsible for ensuring the integrity and impact of the work.
  • Ensuring thorough and timely reporting to Administration and Board of Commissioners.
  • Performs related duties and fulfills responsibilities as required.
EMPLOYMENT QUALIFICATIONS
Knowledge of:

  • Administrative principles and practices, including goal setting, and program development and administration.
  • Principles and practices of employee management and supervision.
  • Performing professional level planning work including project development and implementation.
  • Contract negotiation and administration and the development and administration of grant funded projects.
  • Basic principles of public administration, including the functions of elected and policy-making Boards and Commissions.
  • Standard office practices, including the operation of standard office equipment specifically proficiency with various technologies.
Skills in:

  • Strong knowledge of organizational change theories and equity practices within institutions and diverse communities.
  • Build, establish, and maintain effective and trusting relationships with key stakeholders and decision makers.
  • Maintaining relevance with all applicable legislation.
  • Conflict resolution, facilitation, and presentations on topics of structural racism and racial equity.
  • Work across all levels and meet changing requirements.
Abilities to:

  • Practice clear, concise, and effective communications methods.
  • Set priorities, coordinating multiple projects and meeting critical deadlines.
  • Research, analyze, and evaluate budget and grant programs, policies, and procedures.
  • Interpret, apply, and explain complex laws, policies and regulations.
  • Demonstrate knowledge of and commitment to community and economic development.
  • Utilize community engagement practices and principles; centers those most impacted by racial inequities and leverages community leadership.
  • Cultivate transparent and accountable systems and processes.
  • Implement oversight of equity tools (i.e. results-based accountability, racial equity action plans, and participatory-based practices) cross departments.
  • Research content on racism (four levels), racial justice, power dynamics, systems of oppression, and other dynamics.
LICENSES/CERTIFICATIONS
Possession of a valid Michigan driver's license.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and to travel away from the office to attend meetings and conferences, plus the ability to use standard office equipment including a computer, vision to read printed materials and a computer monitor and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Possession of a Bachelor's Degree in public administration, public policy, political science, education, sociology, social work, communications or related field. Master's degree preferred or commensurate with experience
EXPERIENCE
The experience below is highly desired; applicants with related experience are encouraged to apply.
Level I, Grade 33:

  • Five (5) years of engaging in issues and topics of equity, diversity, and inclusion.
  • Three (3) years of leadership experience in government, community, or educational programs.
Level II, Grade 34:

  • Two (2) additional years of progressive experience in the above mentioned fields.
