As of March 2024, 29 states and the U.S. Virgin Islands allowed voters to indicate their partisan affiliations on voter registration forms and reported total registration numbers publicly. The remaining states and territories either do not ask voters to indicate partisan affiliation on their registration forms or did not publicly report those totals for the most recent year cited on this page.

This article provides details about the number of registered voters by partisan affiliations in states that allow voters to register by party and report those totals publicly. Historical information from 2000 to 2017 was provided to Ballotpedia by Richard Winger, the editor and publisher of Ballot Access News.

HIGHLIGHTS
  • As of March 2024, 44.7 million registered voters in these areas identified themselves as Democrats. At 38.35%, Democrats represented the single largest share of registered voters in the states and territories that allow voters to indicate partisan affiliation on their registration forms.
  • A total of 35.3 million registered voters identified themselves as Republicans, representing 30.32% of registered voters in these areas.
  • A total of 32.2 million registered voters identified themselves as independents or unaffiliated with any political party. This amounted to 27.61% of registered voters in these areas.
  • Approximately 4.3 million registered voters identified themselves as members of other political parties. This amounted to 3.72% of registered voters in these areas.
  • In the 2020 presidential election, Joe Biden (D) received a combined 53.5% of the vote to Donald Trump’s (R) 44.7% across these states and territories. Both candidates received a larger percentage of votes than the percentage of their respective party’s registered voters.
  • Independent and minor-party voters made up 31.80% of all registered voters in these areas, while independent and minor-party presidential candidates received about 1.9% of the vote nationwide.
  • In those states that prompt voters to indicate partisan affiliation on registration forms, affiliation with a political party may be a condition of participation in that party's primaries. To learn more about primary participation criteria, click here.
  • What is voter registration?

    Voter registration is the process that allows citizens to register with election officials in order to become eligible to vote. In 49 states, voters are required to register to vote. North Dakota is the only state that does not require voters to register. Voter registration methods vary by state and can include the following: in-person registration at state government agency offices, online registration, registering by mail, and registering through voter registration drives sponsored by non-government entities. Some states allow automatic voter registration. Some states allow same-day voter registration.[1][2]

    An individual must be at least 18 years of age, a United States citizen, and a resident of the jurisdiction in which he or she is registering in order to be eligible to vote in that jurisdiction.[2]

    Under federal law, every state must allow residents to register to vote at least 30 days before Election Day, though some states extend the deadline to register. Additional requirements and restrictions on voter registration (e.g., voting eligibility of people convicted of a felony) vary by state.[2]

    The map below shows the 30 states and territories that displayed voter registration figures publicly as of March 2024.

    • In 22 of these areas, no single group of voters made up a majority of registered voters.
    • Democrats were a majority of registered voters in two areas—Maryland and the U.S. Virgin Islands—and the largest plurality of registered voters in nine others.
    • Republicans were a majority of registered voters in five areas—Idaho, Oklahoma, South Dakota, Utah, and Wyoming—and the largest plurality of registered voters in seven others.
    • The majority of registered voters were independent or unaffiliated with any political party in one area—Massachusetts—and they made up the largest plurality in six others.
    • Members of other political parties were neither the largest plurality nor a majority in any of the states or territories covered.

    Thirty-one states published voter registration figures publicly as of July 2021. In 22 states, no single group of voters made up a majority of registrants: in 10 states, Democrats made up a plurality of registered voters and Republicans made up a plurality in four. Voters registered as independent or with a minor party made up a plurality of registrants in eight states. Democrats made up a majority of registered voters in two states—Maryland and New York—and Republicans made up a majority in four—Idaho, Oklahoma, Utah, and Wyoming. Independent or minor party registrants made up a majority in three states—Alaska, Arkansas, and Massachusetts.
