Tarlie Francis is a financial services professional, skilled in capital market and enterprise financing issues in the Eastern Caribbean Currency Union (ECCU). His passion is helping institutions and individuals implement processes and methods for investment, financial and money management decision making. He dedicates time and energies to training and coaching entrepreneurs and executives for business and personal success. As Senior Manager - Operations Division at the Eastern Caribbean Securities Exchange (ECSE) for the past 11 years, Francis is one of the ECCU’s leading experts on securities business – stocks and bonds - from the regulatory and operational oversight perspective. He previously worked several years as a certified, licensed broker-dealer involved in successful private placements that raised over EC$2 billion in project and corporate funding, and had a highly successful career on the Regional Government Securities Market as well as the primary and secondary segments of the Eastern Caribbean Securities Market. Francis holds an honours law degree – LLB (Hons), and a post-graduate diploma in Financial Policy, both from the University of London. He also holds an MSc, Licentiate in Social Sciences with proficiency in economics, from the University of Havana, and FICB - Fellow of the Institute of Canadian Bankers. He is Reverend Francis, a Deacon in the Catholic Church assigned to the Immaculate Conception Co-Cathedral in Basseterre, in the Diocese of St John’s-Basseterre. Along with this vocation, he conducts training and advocacy workshops on various matters, including personal finance, investments, retirement planning, and entrepreneurship. He has published two e-books on stress management tips for employees.
