Highlights of these Estimates
The Supplementary Estimates (B), 2018–19 seek parliamentary approval of $2.5 billion in new voted spending. The majority of this new spending is for:
- Demand-driven services to Veterans;
- International military missions;
- The write-off of debts for unrecoverable Canada Student Loans;
- Arctic and Offshore Patrol Ships;
- Humanitarian assistance; and
- Temporary housing for asylum seekers.
Overall, funding requirements for the top 10 organizations account for 94% of the $2.5 billion in voted spending sought through these Estimates. Of those 10 organizations, these 7 are each seeking more than $150 million to support their priorities:
- Department of National Defence ($561.8 million);
- Department of Veterans Affairs ($323.2 million);
- Department of Indigenous Services Canada ($318.0 million);
- Treasury Board Secretariat ($303.9 million);
- Department of Citizenship and Immigration ($192.0 million);
- Department of Employment and Social Development ($181.6 million); and
- Department of Foreign Affairs, Trade and Development ($163.7 million).
A small number of items in these Estimates relate to funding announced the 2018 Fall Economic Statement. These items are identified in the Detail by Organization section.
Planned expenditures shown in Table A2.11 of the 2018 Federal Budget are funded through allocations from the Treasury Board central vote for Budget Implementation. Those allocations are reported online and updated on a monthly basis.
These Estimates show, for information purposes, changes in planned statutory expenditures. An increase of $3.7 billion in budgetary expenditures relates primarily to a payment to the Superannuation Account. The Superannuation Account tracks the government’s pension benefit obligations for service prior to . A $3.1 billion payment will be made to the Account to eliminate the actuarial shortfall as of as reported by the Office of the Chief Actuary. As shown in the same report, invested assets to cover pension obligation for service after are in a surplus position.
An increase of $708.0 million in non-budgetary expenditures relates primarily to an additional $379.6 million in Canada Student Loans and $248.5 million for the purchase of shares of the International Bank for Reconstruction and Development.
General Information
In order to spend money, the government must receive Parliament’s approval, either through previously adopted legislation that provides ongoing authority or on an annual basis through the introduction and passage of appropriation bills in Parliament. As with other bills, appropriation bills become law after being approved by both the House of Commons and the Senate and receiving Royal Assent.
To support Parliament’s consideration and review, the President of the Treasury Board tables in Parliament, prior to the introduction of each appropriation bill, an Estimates publication (Interim, Main or Supplementary) that provides information and details on spending authorities sought.
While the Main Estimates provide an overview of spending requirements for the upcoming fiscal year, Supplementary Estimates present information on additional spending requirements which were either not sufficiently developed in time for inclusion in the Main Estimates, or have subsequently been refined to account for developments in particular programs and services.
The Supplementary Estimates (B), 2018–19 is the second of two Supplementary Estimates planned for this fiscal year.
For this exercise, the President of the Treasury Board tables a document in Parliament that includes:
- A summary of the government’s incremental financial requirements;
- An overview of major funding requests and horizontal initiatives;
- Highlights of new authority requirements and structural changes;
- Funding details by organization; and
- Proposed schedules to the appropriation bill to be approved by Parliament.
In addition to the tabled document, the following supplemental information is also available online:
- Detailed listing of legislated amounts reported through the Estimates;
- A complete breakdown of planned expenditures by standard object, such as personnel, professional services and transfer payments;
- Planned expenditures by program or purpose in accordance with the organizations’ Program Alignment Architecture or Departmental Reporting Framework;
- Allocations from Treasury Board Central Votes (including the 2018–19 Budget Implementation vote);
- A listing of transfers between organizations;
- A listing of frozen allotments in voted authorities;
- A reconciliation between the Main Estimates and the Public Accounts for the fiscal year 2017–18; and
- A graphical summary of financial highlights.
The following terminology is used throughout this document:
- 2016–17 Expenditures refer to the actual expenditures published in the 2017 Public Accounts;
- 2017–18 Estimates to date include the aggregate of the requirements reported in the Main Estimates, and Supplementary Estimates A, B and C of that fiscal year;
- Authorities to date are comprised of amounts reported in the prior Estimates of the current fiscal year, two-year appropriations and allocations from Treasury Board Central Votes;
- These Supplementary Estimates refer to the requirements reported through Supplementary Estimates (B);
- Proposed Authorities is the sum of all the amounts reported in the Estimates of the current fiscal year, two-year appropriations and allocations from Treasury Board Central Votes;
- Budgetary expenditures include the cost of servicing the public debt; operating and capital expenditures; transfer payments to other levels of government, organizations or individuals; and payments to Crown corporations;
- Non-budgetary expenditures – or loans, investments and advances – are outlays that represent changes in the composition of the Government’s financial assets. Negative figures indicate that recoveries exceed expenditures;
- Voted appropriations are those for which parliamentary authority is sought through an appropriation bill; and
- Statutory appropriations are those authorized by Parliament through legislation other than an appropriation act; forecasts are provided for Parliament’s information.
Summary of Estimates
The Supplementary Estimates (B), 2018–19 provides information in support of voted budgetary expenditures in the amount of $2.5 billion for a total of $123.6 billion in 2018–19. This is an increase of 2.1% over the authorities to date.

Note: Authorities To Date and Proposed Authorities include two-year appropriations of $688,378,886 for Canada Border Services Agency, Canada Revenue Agency and Parks Canada Agency. These three agencies have the authority to carry forward funds approved in 2017–18 to 2018–19. The following chart – Supplementary Estimates as part of total Estimates – reflects only 2018–19 Estimates, so it excludes the two-year appropriations.
Estimates to date 2018–19
Three Estimates have been tabled previously for 2018–19. The 2018–19 Interim Estimates were tabled and presented $30.9 billion in voted budgetary expenditures and $14.3 million in loans, investments and advances.
The 2018–19 Main Estimates were tabled on , supporting the government’s request to Parliament for authority through annual appropriations to spend $112.9 billion in voted budgetary expenditures and $57.1 million in voted non-budgetary expenditures. The 2018–19 Main Estimates also presented information on statutory amounts of $163.1 billion in budgetary expenditures and $542.5 million of loans, investments and advances. The amounts presented were inclusive, not in addition to, amounts previously shown in Interim Estimates.
The Supplementary Estimates (A), 2018–19 were tabled on , and presented $7.5 billion in voted budgetary expenditures and an increase to forecasts of statutory spending of $555.1 million.
The Supplementary Estimates (B), 2018–19 provide information in support of $2.5 billion in voted budgetary expenditures and $14 million in voted non-budgetary expenditures. Information is also presented on increases to statutory expenditures of $3.7 billion for budgetary expenditures and $708.0 million in loans, investments and advances.
Appropriation Acts in 2018–19
Royal Assent for Appropriation Act No. 1, 2018–19 was granted on and provided interim supply to appropriation-dependent organizations to cover requirements until the end of .
On , Royal Assent was received for the second appropriation act of 2018–19. This act provided supply for the remainder of planned expenditures presented in the 2018–19 Main Estimates.
Royal Assent for Appropriation Act No. 3, 2018–19 was granted on which provided supply for Supplementary Estimates (A), 2018–19.
Before the end of the 2018–19 fiscal year, the President of the Treasury Board will introduce a bill to approve the funding in Supplementary Estimates (B), 2018–19.

Major Items
The following section provides an overview of major voted initiatives included in these Supplementary Estimates in support of Parliamentary approval.
Department of Veterans Affairs: $323.2 million
Funding for demand-driven programs and services which provide support to eligible Veterans and their families
The Department provides several disability benefits, financial benefits and health care and rehabilitation support programs to eligible Canadian Armed Forces members, Veterans and their families. The requested funds are to support increases in some programs which stem mainly from an increased number of Veterans accessing support, such as the Disability Award and the Earnings Loss grant.
Department of National Defence: $313.9 million
Funding for Canada’s military contribution to the Global Coalition to counter Daesh (Operation IMPACT); North Atlantic Treaty Organization assurance and deterrence measures in Central and Eastern Europe (Operation REASSURANCE); counter-terrorism and Maritime security operations in the Middle East (Operation ARTEMIS); and Canada’s military mission in Ukraine (Operation UNIFIER)
This funding will support overseas missions, including deployment of task forces, maritime security, counter-terrorism operations, surveillance, and military training and capacity building for international partners. The missions promote peace and security in the Middle East and in Eastern and Central Europe.
Treasury Board Secretariat: $200.0 million
Paylist requirements – Funding for adjustments made to terms and conditions of service or employment of the federal public administration
A number of collective agreements may be ratified before . This funding provides the Government with capacity to address resulting pressures that could be realized by the end of the fiscal year.
Department of Employment and Social Development: $163.5 million
Funding to write-off debts owed to the Crown for unrecoverable Canada Student Loans
The Canada Student Loans Program provides financial assistance to post-secondary students in financial need. This funding will be applied to write off 31,658 debts for which reasonable efforts to collect the amounts owed have been unsuccessful. Consistent with standard accounting practices, defaulted loans are written off on a regular basis.
Department of National Defence: $159.0 million
Funding for the Arctic and Offshore Patrol Ships
The Arctic and Offshore Patrol Ships will be used to conduct sovereignty and surveillance operations in Canada’s waters and to participate in international operations. The first of six ships was launched in , and construction of the second and third ships is underway. This funding will be used to reimburse the shipyard for construction costs, as per terms of the contract.
Department of Foreign Affairs, Trade and Development: $149.7 million
Funding to implement the Feminist International Assistance Agenda (Budget 2018)
The funding will be used to provide humanitarian assistance, combat gender-based violence, increase access to education, promote gender equality, strengthen democratic processes and support the empowerment of women and girls.
Department of Citizenship and Immigration: $114.7 million
Funding to support the increased volume of asylum seekers
The continued influx of asylum seekers entering Canada has increased pressure on provinces to provide shelter and social services. This funding will be used to compensate provinces and municipalities for temporary housing costs and to provide federal interim lodging facilities services to supplement the capacity of provincial and municipal partners. This funding is in addition to $50 million presented in Supplementary Estimates (A), 2018–19.
VIA Rail Canada Inc.: $105.3 million
Funding for fleet renewal for the Quebec City-Windsor Corridor
VIA Rail Canada Inc.’s operations in the Quebec City-Windsor Corridor account for 94% of passenger trips. The existing fleet in the Corridor will be replaced with new diesel, bi-directional trains. A contract to build the trainsets was awarded in .
Department of Indigenous Services Canada: $99.8 million
Funding for the Emergency Management Assistance Program
This funding be used to reimburse First Nation communities, provinces, territories and non-governmental emergency service providers for costs incurred during response and recovery activities on reserves across Canada. Activities can include, but are not limited to, the response and recovery of emergency events such as floods, wildfires, tornadoes, severe weather and loss of essential services.
Structural Changes and Changes to Voted Authorities since the 2018–19 Main Estimates
The following structural changes are reflected in these Estimates:
- Department for Women and Gender Equality was created, the Minister for Women and Gender Equality was designated as the appropriate Minister for the purposes of the Financial Administration Act, and unexpended appropriations for the Office of the Co-ordinator, Status of Women were deemed to be appropriated for the new Department (Budget Implementation Act No. 2, 2018–19); and
- Leaders’ Debates Commission was created (Order in Council P.C.2018-1394).
The following new or amended authorities are sought through the Appropriation Act for these Estimates:
- Canadian Northern Economic Development Agency is amending Vote 5 for authority to make grant payments;
- Department of Citizenship and Immigration has added Vote 15 to write-off debts related to immigration loans;
- Department of Employment and Social Development has added Vote 10 to write off debts related to student loans;
- Department of Finance has added Vote L15 to establish the maximum amount of financial assistance payable for the Multilateral Development Banks Infrastructure Loan Refinancing Facility from 2018–19 to 2019–20;
- Department of Finance has added Vote L20 to establish the maximum amount payable for the purchase of shares of the International Bank for Reconstruction and Development from 2018–19 to 2023–24;
- Department of Finance has added Vote L25 to increase the maximum amount of callable capital – a potential purchase of additional shares – for the International Bank for Reconstruction and Development. The Bank may call on this amount to satisfy debt holder claims, if required;
- Department of Foreign Affairs, Trade and Development is amending Vote 20 to increase the maximum amount of direct payments to international financial institutions;
- Department of Foreign Affairs, Trade and Development is amending Vote L25 to increase of the maximum amount payable for the purchase of shares of international financial institutions and to update the estimate in Canadian dollars; and
- Department of Public Works and Government Services is adding Vote L10 Imprest funds, accountable advances and recoverable advances.
