General Summary & Essential Responsibilities

Performs professional and technical work in public planning to support the Metropolitan Planning Organization's (MPO) planning efforts.  Work requires cooperative contact with state, federal and local agencies, and the public to provide information, receive public input, interpret policy, and make recommendations for transportation related projects and policies.  Requires presentations to staff, elected officials and the public.
 
ESSENTIAL RESPONSIBILITIES:
 

  • Assists in development of MPO long-range planning projects and plans.
  • Assists in amendments and revisions to the MPO's Long Range Transportation Plan (LRTP).
  • Assists in development production, amendments and revisions to the Transportation Improvement Program (TIP).
  • Assists in development of Transit Development Plan (TDP) and updates.
  • Reviews and makes recommendations and inputs to MPO planning documents, such as the Unified Planning Work Program (UPWP).
  • Participates in selection of MPO general planning consultants, developing requests for proposals (RFP), scope of work, and coordinating the consultant selection process with Charlotte County and the City of Punta Gorda.
  • Conducts research; provides data; and prepares reports regarding planning related legal issues and questions.
  • Participates in obtaining technical transportation planning including traffic count summaries, signal data collection, Geographic Information System (GIS) data for roadways, land uses, census and Traffic Analysis Zones (TAZ) updates.
  • Assists and manages data collection efforts in District One Regional Model Planning (D1RMP) and knowledge of Florida Standard Urban Transportation Model Structure (FSUTMS) practices and principles
  • Assists in performing complex traffic demand model activities for agencies and local governments as requested.
  • Serves as liaison with various advisory committees and departments: makes transportation planning recommendations and provides support for local and regional transportation planning projects and activities;
  • Participates with various local, state, and federal boards, authorities, agencies and community organizations.
  • Prepares staff reports; analyzes and recommends amendments to plans; presents findings to various boards and citizen groups as required.
  • Conducts research and develops inventories on transportation, demographic/socio-economic conditions in specified areas.
  • Prepares routine memos, correspondence, reports and may prepare, or assist in the preparation of written documentation for the MPO Board.
  • Serves as mentor and career development resource for less experienced planners.
  • Performs basic administrative duties including written reports, memorandums, letters, and electronic correspondence, interaction with the public, and communication through telephone and meetings.
  • Develops, reviews, and makes recommendations on future transportation plans for conformance with state and local regulations.
  • Interprets and implements state statutes.
  • Coordinates planning activities with other County staff and departments, boards, agencies and other entities.  
  • May be required to act as lead worker on a team comprised of planning staff members.
  • Provide exceptional customer assistance, problem-solving, and/or complaints by all forms of communication.
  

Min. Education, Licenses and Certifications

Minimum Education and Experience: 

  • Bachelor's degree in urban/regional planning or related field is required.
  • Five (5) years of experience in urban or regional planning.
  • Or an equivalent combination of relevant training, education, and experience.
 Licenses and/or Certificates: 
  • Must possess and maintain a valid Florida driver's license.

Knowledge, Skills and Abilities

  • Thorough knowledge of the principles and practices of county planning.
  • General knowledge of operations and practices of local government including urban and transportation economics, engineering, environmental science, finance, political science and theory, and sociology; ability to analyze and interpret departmental functions, procedures and policies. 
  • Knowledge of Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) requirements as related to MPO planning activities including TIP, LRTP, TDP and travel demand modeling
  • General knowledge of the economics, engineering, public finance, and other aspects applied to transportation planning.
  • Ability to make recommendations and to use resourcefulness and tact in solving new problems.
  • Strong negotiating, analytical and research skills; ability to ascertain priorities and meet deadlines and objectives.
  • Ability to act as a lead worker planning, organizing and directing the work of subordinate personnel.
  • Strong written and oral communication skills to include public speaking and the ability to develop effective proposals.
  • Skill in the use of standard office computer equipment and software applications; ability to maintain accurate records and reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
  • Knowledge of various legal requirements relating to planning and/or transportation regulations.
  • Ability to work cooperatively with City and County staffs and neighboring MPOs.
  • Ability to maintain accurate records and reports.
  • Ability to operate a motor vehicle.
  • Knowledge of FSUTMS practices and principles.
  • Knowledge of GIS products, Adobe and CUBE Voyager.

Supplemental Information

Working ConditionsWork is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customers, extreme noise, heat, odors, heights and/or dust).
 
Risk/Safety Conditions:   There is little or no risk related to physical and/or mental health and safety associated with this position.
 
Physical Activities:  Walking, sitting, hearing, seeing up close, talking, standing, finger movement, repetitive motions. Frequent lifting of up to 25 pounds; occasional lifting up to 50 lbs.
