Summary

Job Summary:  This position will be located in the River and Floodplain Management Section within the Water and Land Resources Division. The River and Floodplain Management Section seeks to improve public safety and reduce flood damages through capital improvement projects, targeted acquisition of at-risk properties, policy and regulatory recommendations to address flooding problems, and other programs such as public outreach, flood warning, and technical studies. The Section implements projects and programs as service provider to the King County Flood Control District. Successful completion of this work requires collaboration across multiple disciplines, with engineers, scientists, program managers, finance professionals, contract professionals, and administrative professionals working together to develop creative solutions to complex problems.  This position will lead, and may supervise, the administrative team that is the steward of information the Section relies on to successfully deliver essential public services.

WORK SCHEDULE:  This position works a 40-hour workweek, and is an hourly position governed by the overtime provisions of the federal Fair Labor Standards Act and/or the Washington State Minimum Wage Act, and is eligible for overtime pay or compensatory time accrual with prior approval.
 

Job Duties

  • Plan and adapt office management processes, procedures and methods for activities such as records management, document development, document management, reporting, invoice processing, inventory, and travel and training plans. Interpret and apply existing King County policies, procedures, and codes where relevant.
  • Plan, prioritize, and distribute administrative work load, providing direction and monitor the quality, quantity, and timeliness of work products.
  • Ensure Section compliance with Electronic Records Management System (ERMS), and develop procedures and protocols to efficiently manage records; serve as Section liaison to Departmental and Agency-wide electronic records management program.
  • Organize, oversee, establish and maintain data sources that may include contracts, budgets, grants, payroll, legal documents and/or other records.
  • Compose, draft, summarize, prepare, proofread and/or edit documents, contracts, ordinances, motions and/or correspondence to ensure these conform to the appropriate use of the English language, specialized terminology and established procedures.
  • Ability to take initiative within the scope of the position, to develop and implement plans, and prepare recommendations for action.
  • Process mail that may require check handling, attaching related correspondence or information before forwarding, respond to mail that can be handled personally, identify priority and/or time sensitive matters and maintain security and confidentiality.
  • Schedule meetings and maintain calendars for supervisor and/or organizational unit/program. Develop and organize events that will promote collaboration and communication between section and division staff.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • At least three years of full-time office management experience in a lead role providing administrative, technical, clerical and customer service support functions in a fast paced environment.
  • Ability to take initiative within the scope of the position to develop and implement office management processes and procedures; effectively plan, prioritize, and delegate workload on a daily basis while adapting to changes in a high-pressure fast-paced environment.
  • Ability to learn quickly when faced with new problems, willing to experiment to find solutions, open to learning from both successes and failures.
  • Ability to work and make decisions in a team environment, and be a team member; work with the competing priorities of other staff and be cooperative and able to compromise and resolve issues with minimal direction; be flexible and work professionally with all levels of staff.
  • Demonstrated ability to communicate effectively, both in writing and verbally, to clarify and manage expectations, resolve problems, and build trust.
  • Knowledge of rules, regulations, codes, laws, policies, procedures and ordinances
  • Working knowledge of software applications and word processing skills (MS Office, SharePoint, Oracle), as well as operation of standard office equipment (multi-line telephone, printers, copiers, plotters).
  • Strong problem solving and decision making skills, skillfully assertive when needed.
  • Demonstrated ability to manage sensitive records and skill in maintaining confidentiality
  • Demonstrated customer service skills working with internal and external customers in person and via telephone (discretion, patience, etiquette, professionalism), including the ability to obtain first-hand customer information and use it to improve products and services and develop effective, respectful relationships with customers.

Desirable Knowledge, Skills, and Abilities:
  • An understanding of the separate roles and responsibilities of King County departments and systems.
  • Working knowledge of partner agencies and community-based service agencies within King County.
  • Experience with coordinating and participating in meetings via Microsoft Skype for Business.
