Job Description

This position will provide integral support on the development, implementation, and operation of PSC regulatory responsibilities relative to generation and transmission certificates of need (CON) and certificates of public convenience and necessity (CPCN) under PA 286 of 2008 as amended by PA 341 of 2016 and PA 30 of 1995 respectively.   Position performs professional research and studies and participates in regional committees and workgroups (MISO, OMS, NARUC, etc.) as assigned that ensure electric transmission reliability and resource adequacy.  This position is responsible for long-term reliability planning and the development of operational and technology options that can improve electric generation and transmission grid performance. This position also performs research and analysis relative to generation and transmission reliability.

Required Education and Experience

Education
Possession of a bachelor of science degree with a major in engineering.  BS in Electrical, Mechanical or Civil Engineering preferred.
 
Experience

Public Utilities Engineer 9
No specific type or amount is required.
 
Public Utilities Engineer 10
One year of professional experience in public utilities engineering involving the analysis of utility rate structures, operations and safety standards and practices equivalent to a Public Utilities Engineer 9.

Public Utilities Engineer P11
Two years of professional experience in public utilities engineering involving the analysis of utility rate structures, operations and safety standards and practices equivalent to a Public Utilities Engineer, including one year equivalent to a Public Utilities Engineer 10.
 
Public Utilities Engineer 12
Three years of professional experience in public utilities engineering involving the analysis of utility rate structures, operations and safety standards and practices equivalent to a Public Utilities Engineer, including one year equivalent to a Public Utilities Engineer P11.

Additional Requirements and Information

Excellent communications skill, both written and oral.  Ability to plan and undertake research, use technical research methods, and prepare a formal report.  Strong analytical skills along with ability to formulate procedures and analyze and appraise issues in order to make effective recommendations.  Good public relations skills.  Good computer skill, including Microsoft Word, Excel, PowerPoint, and the ability to learn other software as needed.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%).
