This recruitment is being held to establish an eligible list to fill current and future
Building Inspector IV positions within John Wayne Airport.
The eligible list may also be utilized to fill positions in similar and/or lower classifications.


DEADLINE TO APPLY

Effective January 4, 2019, all employees in this classification will be eligible for a Negotiated Salary Increase of 1%  
 
JOHN WAYNE AIRPORT
John Wayne Airport (JWA) is a modern, 20 gate, medium hub commercial and general aviation airport owned and operated by the County of Orange. We are located in a vibrant and economically viable area of Southern California and home to seven commercial airlines, one commuter operator, two all-cargo carriers, two full service FBOs and over 450 general aviation aircraft. John Wayne Airport operates as an enterprise fund self-supported through revenues it generates and receives no monies from the County General Fund. These revenues are utilized to operate the Airport, provide for repayment of revenue bonds, fund facility capital improvements and maintenance projects, and support aviation planning.

AIRPORT ENGINEERING DIVISION
This position is within the John Wayne Airport Engineering Division which oversees and approves the design and preparation of plans, specifications and cost estimates in connection with the construction or maintenance of public works engineering projects involving several John Wayne Airport areas including: runways and taxiways, terminal buildings, parking structures, roadways, traffic control devices, bridges, drainage structures, sewer systems and the water and fuel distribution systems. This division is also responsible for keeping JWA facilities in compliance with all applicable Federal Aviation Administration (FAA) standards.
 
THE OPPORTUNITY
The County of Orange, John Wayne Airport, has an exciting opportunity for a Building Inspector IV to conduct field inspections of new construction; alterations or repairs for compliance of State and County codes and ordinances; enforce code requirements; read and interpret plans and specifications; investigate code violations; and prepare clear and concise reports.

WORK HOURS
The ability to work early mornings, evenings, holidays and weekends may be required.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will have five (5) years of progressive experience as a commercial building inspector or other closely related trade field experience, at an airport or other large commercial facility; including inspecting buildings and sites for compliance with applicable state and federal construction-related accessibility standards such as the Americans with Disabilities Act (ADA). In addition, the selected candidate is required to possess a valid California Certified Access Specialist (CASp) certification and a California or national commercial building inspection certification issued by the International Code Council (ICC). The ideal candidate must also possess extensive experience in the following core competencies:

TECHNICAL | INDUSTRY EXPERTISE
  • Knowledge of the California Building Codes and construction methods
  • Knowledge of the Americans with Disabilities Act (ADA)
  • Knowledge of CAL OSHA safety requirements
  • Knowledge of the methods, materials and equipment used in vertical construction
  • Reading and interpreting plans and specifications
  • Preparing clear and concise reports

INTERPERSONAL | PROBLEM SOLVING SKILLS
  • Communicating and maintaining effective working relationships with departmental staff, management, engineering firms, construction and building trades, other agencies, utility companies, contractors and the general public
  • Approaching problems and decisions methodically with an appropriate level of concern for County and Management perspective
  • Analyzing, researching, organizing, and accurately interpreting and applying relevant data to issues or problem projects
  • Identifying issues accurately along with impacts and solutions

LICENSE REQUIRED
  • The successful candidate must possess and maintain a valid California Driver's License, Class C or higher, by date of appointment
  • Valid Certified Access Specialist (CASp) certification
  • Valid International Code Council (ICC) certification in electrical, mechanical, structural, and/or plumbing.

AIRPORT ACCESS REQUIREMENTS
The successful candidate must clear background check which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA), and Security Threat Assessment (STA). Possession of, or ability to obtain, a valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment.

PHYSICAL | ENVIRONMENTAL CONDITIONS
Physical: Vision sufficient to read standard text, handwriting, plans, computer monitor, fine text and charts with fine lines; speak and hear well enough to converse in person, on the telephone, by two-way radio and in a loud environment; body mobility to climb in and out of a standard pick-up truck, walk on irregular terrain, stairs and varying surfaces, climb ladder, scaffolding and poles to inspect work, bend, stoop, twist, reach, and stand with little movement for long periods of time; manual dexterity to write, the agility to drive a vehicle, and possess the physical strength to lift up to 30 pounds.
Environmental: Will be required to work inside various airport structures, and work outdoors amid loud noise and fumes, in all weather conditions.

RECRUITMENT PROCESS

Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

Eligible List | Score Groups: Once all assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
