The city appeals from the district court's dismissal of its petition seeking title to abandoned property. See Iowa Code ch. 657A (abandoned or unsafe buildings). The city argues the district court erred when it ruled that awarding title to the city under Iowa Code section 657A.10A(3) would result in an unconstitutional taking of property in violation of the Fifth Amendment of the United States Constitution and article I, section 18 of the Iowa Constitution.
