⚪ BEIJING PUBLISHED ITS AI GOVERNANCE RULES ⚪ Chinese authorities have published rules governing generative AI which go substantially beyond current regulations in other parts of the world. One notable requirement is that operators of generative AI must ensure that their services adhere to the core values of socialism, while also avoiding content that incites subversion of state power, secession, terrorism, or any actions undermining national unity and social stability. Generative AI services within China are prohibited from promoting content that provokes ethnic hatred and discrimination, violence, obscenity, or false and harmful information. These content-related rules remain consistent with a draft released in April 2023. Furthermore, the regulations reveal China’s interest in developing digital public goods for generative AI. The document emphasises the promotion of public training data resource platforms and the collaborative sharing of model-making hardware to enhance utilisation rates. The authorities also aim to encourage the orderly opening of public data classification and the expansion of high-quality public training data resources. In terms of technology development, the rules stipulate that AI should be developed using secure and proven tools, including chips, software, tools, computing power, and data resources. Intellectual property rights must be respected when using data for model development, and the consent of individuals must be obtained before incorporating personal information. There is also a focus on improving the quality, authenticity, accuracy, objectivity, and diversity of training data. To ensure fairness and non-discrimination, developers are required to create algorithms that do not discriminate based on factors such as ethnicity, belief, country, region, gender, age, occupation, or health. Moreover, operators of generative AI must obtain licenses for their services under most circumstances, adding a layer of regulatory oversight. The new rules are scheduled to come into effect on August 15, 2023. China’s rules will not only have implications for domestic AI operators but will also serve as a benchmark for international discussions on AI governance and ethical practices. ⚫ THIS CEO REPLACED 90% OF SUPPORT STAFF WITH AN AI CHATBOT ⚪ London (CNN)The chief executive of an Indian startup laid off 90% of his support staff after the firm built a chatbot powered by artificial intelligence that he says can handle customer queries much faster than his employees. Summit Shah, the founder and CEO of Dukaan, a Bangalore-based e-commerce company, said on Twitter Monday that the chatbot — built by one of the firm's data scientists in two days — could respond to initial customer queries instantly, whereas his staff's first responses were sent after an average of 1 minute and 44 seconds. The average time taken to resolve a customer's issue also dropped by almost 98% when they interacted with the chatbot, he tweeted. Shah said the job cuts were "tough" but "necessary." By introducing the technology, the company has cut the cost of its customer support function by about 85%, Shah said. OMA3 OFFERS WAZ FOR USERS TO TRAVEL BETWEEN BLOCKCHAIN GAMING WORLDS IN THE METAVERSE The Open Metaverse Alliance for Web3 announced a project to build standards to enable people to travel through the metaverse. OMA3, an association based in Zug, Switzerland, announced the Inter-World Portaling System (IWPS) project and published the IWPS position paper to get the project off the ground. OMA3 is a consortium of the top metaverse companies in Web3. Its mission is to build standards and infrastructure to enable the user-owned and user-controlled metaverse. IWPS will enable users to walk through inter-world portals to travel seamlessly among metaverse platforms such as Alien Worlds, My Neighbor Alice, Sandbox, Space, Superworld, and Upland. The industrial revolution was fueled, in part, by advancements in transportation technology. Railroads, highways, and airports served as critical conduits, knitting together disparate commercial hubs and facilitating the free flow of goods, services, and people. These networks of physical connectivity exponentially increased productivity and accelerated the pace of economic growth, OMA3 said. Likewise, the introduction of the HTTP standard in the digital realm was a watershed moment in the evolution of the internet. It broke down information silos, connected isolated data repositories, and enabled the seamless transfer of knowledge across the globe.
