Eligibility:
To take an EMI course, applicants must meet the selection criteria and prerequisites specified for each course. Participants may not take the same course more than once. The NETC is an equal opportunity campus. NETC actively encourages all qualified candidates to apply for all courses.

Application Procedures:
The form used to apply to take an EMI course is the General Admissions Application Form (FEMA Form 119-25-1 [formerly FEMA Form 75-5]). Additional forms can be downloaded from the EMI web site http://www.training.fema.gov/apply or obtained from State and local Emergency Management offices, FEMA Regional offices, or the NETC Office of Admissions. Please fill out all blanks on the application form or it will be returned.

FEMA has eliminated the use of the Social Security Number (SSN), where possible, when applying for FEMA training. All individuals, including FEMA employees, applying for Emergency Management Institute resident classes are required to register using the Center for Domestic Preparedness (CDP) Training Administration System (CTAS) and obtain a Student Identification (SID) number. This number is used in place of the SSN on the General Admissions Application Form.

Which courses does this process impact?
All EMI Resident, Video Teleconference, and Adobe Connect courses, including courses held at NETC (E code); off-site (L code); Center for Domestic Preparedness (B code); FEMA Distribution Center in Frederick, Maryland (S code); through Video Teleconference (VTC) (V code); and Adobe Connect (K code).

State, local, and tribal field-delivered courses (G code); and Independent Study courses (IS code) are not impacted by the process.

How do I obtain my FEMA Student Identification Number (SID) number?
Step 1: To register, go to https://cdp.dhs.gov/femasid
Step 2: Click on the “Need a FEMA SID” box on the right side of the screen.
Step 3: Follow the instructions and provide the necessary information to create your account.
Step 4: You will receive an e-mail with your SID number. You should save this number in a secure location.

What do I do with this new FEMA SID number I’ve been assigned?
The SID number must be used in place of the SSN on the General Admissions Application (FEMA Form 119-25-1, Box 3).

Why is it important to register in the CTAS?
Any applications for FY 2014 EMI courses that do not include the training registration number will not be processed until the FEMA SID is provided to NETC Admissions.
Applications must be coordinated, reviewed, and approved by:
• The head of the applicant’s sponsoring organization;
• The Emergency Management office of the applicant’s State; and
• The NETC Admissions Office.
