Prerequisites & Other Information:

** NOTE: Martha Uribe will be staying an extra day for those who need additional help with the final project for this training - June 1.

Required: IS-276 Benefit-Cost Analysis (BCA) Fundamentals Course.  Take course at:

Participants must have knowledge of mathematics (basic algebra and percentages) and computers (Windows and spreadsheet programs).

Recommended: Familiarity with basic mitigation terminology is suggested.

Installing the BCA Tool on computers:

  1. The current version of the BCA Tool we will be using in the training course is Version 5.3.
  2. Download the zipped file for “Benefit Cost Toolkit Version 5.3
  3. At the same link are the “Hurricane Hazard Data” and “Earthquake Hazard Data” files. Download and save both files to the laptop’s desktop. NOTE: These files do not need to be unzipped because the Tool installs them as a zip file. Part of the instruction is to demonstrate how to import these files, so for now just download and save the files to the desktop.
  4. To install the Tool, unzip the downloaded file and double-click the installation file (BCAV5_3_0_Setup_Standard.exe), then follow the prompts. Students may need to have a System Administrator assist with the installation if they don’t have the administrative rights to make changes on their laptops. When the installation process is complete, there should be a “BCA Toolkit 5.3.0” icon on the computer’s screen.
  5. To test the BCA Tool installation:
    1. Open the Tool by double-clicking the “BCA Toolkit 5.3.0” icon.
    2. In the top menu, click on “Projects” and select “Create a Project” from the pop-up menu.
    3. In the “Project Info” pop-up window, type any single character in the box for “Project Name,” select any State in the “State” drop-down menu, and enter a single character for the “Organization” box.
    4. Click “Save.”
    5. A pop-up window saying “Project information saved successfully” indicates the Tool is installed and working properly.
    6. An error message indicates a problem. To resolve problems, students should have an IT administrator look at it or they can call the BC Helpline for assistance at 1-855-540-6744.
