Required: IS-276 Benefit-Cost Analysis (BCA) Fundamentals Course. Take course at:

Participants must have knowledge of mathematics (basic algebra and percentages) and computers (Windows and spreadsheet programs).
Recommended: Familiarity with basic mitigation terminology is suggested.

Installing the BCA Tool on computers:
- The current version of the BCA Tool we will be using in the training course is Version 5.3.
- Download the zipped file for “Benefit Cost Toolkit Version 5.3”
- At the same link are the “Hurricane Hazard Data” and “Earthquake Hazard Data” files. Download and save both files to the laptop’s desktop. NOTE: These files do not need to be unzipped because the Tool installs them as a zip file. Part of the instruction is to demonstrate how to import these files, so for now just download and save the files to the desktop.
- To install the Tool, unzip the downloaded file and double-click the installation file (BCAV5_3_0_Setup_Standard.exe), then follow the prompts. Students may need to have a System Administrator assist with the installation if they don’t have the administrative rights to make changes on their laptops. When the installation process is complete, there should be a “BCA Toolkit 5.3.0” icon on the computer’s screen.
- To test the BCA Tool installation:
- Open the Tool by double-clicking the “BCA Toolkit 5.3.0” icon.
- In the top menu, click on “Projects” and select “Create a Project” from the pop-up menu.
- In the “Project Info” pop-up window, type any single character in the box for “Project Name,” select any State in the “State” drop-down menu, and enter a single character for the “Organization” box.
- Click “Save.”
- A pop-up window saying “Project information saved successfully” indicates the Tool is installed and working properly.
- An error message indicates a problem. To resolve problems, students should have an IT administrator look at it or they can call the BC Helpline for assistance at 1-855-540-6744.
