Lifeguard I/II - Under immediate supervision, regulates the use of a specific section of beach area; performs rescue work and renders first aid as necessary; and performs related duties as required.
 
Senior Lifeguard - Under general supervision, regulates the beach areas; trains and supervises Lifeguards; operates and maintains lifesaving equipment; and performs related duties as required.
 
The ideal candidate will have outstanding swimming and endurance skills, the ability to react calmly in emergency situations, some knowledge of first aid, and the ability and willingness to perform rough water rescues in potentially hazardous surf conditions.
 
Lifeguards are scheduled beginning with Memorial Day weekend, Saturday, May 28, through Labor Day weekend, Monday, September 5. Some personnel will work prior to and after the season to perform routine maintenance, equipment inventory, and recruitment activities.
 
APPROXIMATE SALARIES:
Lifeguard I: $15.50
Lifeguard II: $18.00
Senior Lifeguard: $21.32
 
VETERAN'S POINTS:  The Lifeguard I is a trainee/entry level classification and veteran's points may apply to eligible applicants.

Lifeguards are represented by the Service Employees International Union (SEIU), Local 721 and are eligible for overtime compensation.
 
The eligible list established from this recruitment will be used to fill these positions only and is for Intermittent employment only. Incumbents are not eligible for benefits. It is anticipated there will be eight (8) Intermittent vacancies.
 
If appointed at the lower level, incumbents may be promoted to the higher levels without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties

Duties may include, but are not limited to, the following:
 
Lifeguard I/II

  • Operates and maintains life-saving equipment and facilities in an assigned beach area;
  • Performs lifeguards services, including performing rescue work and rendering first aid as required;
  • Advises public of and enforces beach regulations in an assigned area;
  • Determines surf conditions and advises public of unsafe conditions, including in-shore holes and rip-currents;
  • May maintain and clean restrooms and empty beach trash barrels.
 
Senior Lifeguard
In addition to the above duties, also:
  • Supervises and regulates the use of beach areas;
  • Supervises the testing, selection and scheduling of lifeguards in consultation with the Harbormaster;
  • Trains lifeguards in the use, operation and maintenance of lifesaving equipment;
  • Patrols beach and enforces beach regulations;
  • Prepares beach attendance and weekly reports;
  • Assists with administrative activities as assigned;
  • Other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
 
EDUCATION, TRAINING and EXPERIENCE
Lifeguard I:  No experience required.  Some beach lifeguard experience is desirable.
 
Lifeguard II:  One season (or equivalent to 90 work days) experience as a beach lifeguard.
 
Senior Lifeguard:  At least two seasons (or equivalent to 180 days) experience as a beach lifeguard.
 
NECESSARY SPECIAL REQUIREMENTS

  • Applicants must be at least 16 years of age.
  • If under the age of 18, successful candidates must provide a valid work permit prior to being placed on the work schedule.
  • Possession of a valid California driver license while employed.
  • Strong swimming skills.
  • Must pass training provided the week of June 20, 2016 to qualify for hire.
  • Must possess a current CPR for emergency responders*; the CPR certification must be equivalent to the American Red Cross standards.
  • Must possess a certificate of completion for First Aid for the emergency responder (21 hour course)*; the certificate must be equivalent to the American Red Cross standards.
  • Must be able to work weekends and holidays.
*CPR and First Aid certification training will be provided during training week.  However, current certifications will be honored.  Certifications are required prior to being placed on the work schedule.
 
DESIRED
  • Maturity to act calmly and rationally in an emergency situation.
  • Experience demonstrating effective oral communication skills.
  • Knowledge of potentially hazardous weather/surf conditions.
  • Ability to perform tasks requiring maximum physical exertion.

PERFORMANCE EXAMINATION - Pass/Fail:  Candidates will be required to complete several job-related tasks where essential job duties and the job environment are simulated.  The method of completing the tasks, the time required, and the final product will be scored and evaluated.  Events may include, but are not limited to a timed 1,000 meter swim in open ocean-rough water and/or timed a 1,200 meter run-swim-run-swim-run.  Candidates must pass the exam to qualify for placement on the eligible list.
 
The Performance Exam has been scheduled for Saturday, May 7, 2016 at 9:00 A.M. with Registration at 8:30 A.M.  NO GOGGLES OR WETSUITS ALLOWED.
 
Candidates must sign a waiver to participate in the performance examination.  For candidates at least 16 years of age but under 18 years of age, a parent or legal guardian MUST be present at the exam to sign the waiver.
 
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
 
SELECTION INTERVIEWS: Candidates successfully completing the Performance Examination may be interviewed the same day.
 
BACKGROUND INVESTIGATION:  Applicants may be subjected to a thorough background investigation which may include inquiry into past employment, education, criminal background information, and driving record.  For those classifications that are subject to Department of Transportation drug and alcohol testing regulations, incumbents will be tested prior to driving a commercial vehicle and may be randomly tested thereafter.

10 PAID HOLIDAYS: New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day, and one 8-hour floating holiday. Holiday time is pro-rated for permanent part-time employees.
 
PAID VACATION: 14 days earned each year, increasing in increments after 5 years of service to 24 days per year after 15 years of service. You may accumulate up to 400 hours. You may redeem a portion of the accrual annually, after 10 years of service. You will be paid the value of your accrued credits upon retirement or termination. Earned vacation hours are pro-rated for permanent part-time employees.
 
PAID SICK LEAVE: 80.08 hours earned per year. You may accrue up to 800 hours and will be reimbursed annually for 25% of the number of hours over the maximum. A cash payment of 25% of unused hours will be made if you retire or terminate with more than 10 years of service. Earned sick leave hours are pro-rated for permanent part-time employees.
 
MILEAGE REIMBURSEMENT: You receive mileage reimbursement at the standard rate established by the Internal Revenue Service for each mile driven on County business.
 
UNIFORM PROVIDED: The County will provide uniforms or uniform allowance when required.
 
TEXTBOOK AND TUITION: When courses have been satisfactorily completed, the County will reimburse you to a maximum of $900 per fiscal year for tuition and books for off-duty, job-related courses. Other maximums apply to Exempt employees, Nursing Care Coordinators, and Clinical Coordinators. This benefit is prorated for part-time employees.
 
EDUCATIONAL INCENTIVE: The County may provide up to a 5% incentive pay for educational attainment if not specifically required by your job. You may only receive one form of incentive pay or premium pay and will receive that which provides the greatest incentive.
 
DEFERRED COMPENSATION PROGRAM: You may choose to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code Sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 1.75% of your salary, on a pay period basis. You must be regularly scheduled to work at least 40 hours each pay period to be eligible to participate in the 401(k) plan. These plans enable you to build long-term savings while deferring current federal and state income taxes. In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan.
 
RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the Ventura County Employees' Retirement Association (VCERA) and Social Security. VCERA is a defined-benefit pension plan that provides a lifetime retirement after being vested and meeting eligibility requirements. Benefits vest after 5 years of service.  Employees hired to work less than 64 hours biweekly participate in a Safe Harbor retirement plan in lieu of VCERA and Social Security.

STATE DISABILITY INSURANCE (SDI):   This program provides weekly benefits in the event of short term disability. Premiums are automatically deducted from your pay.
 
OPTIONAL WAGE SUPPLEMENT PLAN: You may purchase short-term disability coverage in weekly benefit amounts of $45 or $80. You must be regularly scheduled to work 40 hours or more each pay period to participate, and must enroll within 90 days of employment).
 
DEATH BENEFIT: Your department will provide a $1,000 death benefit payable to your designated beneficiary in the event of your death if you are enrolled in the Flexible Benefits Program.
 
OPTIONAL GROUP LIFE INSURANCE: If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility. You may also be eligible to purchase term life insurance at group rates for two or three times your annual salary, subject to evidence of insurability. Dependents life insurance is also available for employees who purchase optional life insurance coverage.
